CASTLE SHANNON BOROUGH
MINUTES OF THE SPECIAL MEETING
January 3, 2005

The following elected officials were present: B. Carlucci, P. Coffey, N. Kovach, J. O'Malley, R. Zezulewicz, Jr., D. Baumgarten. Council Member M. Cheberenchick and Tax Collector S. Torris were absent. The following appointed officials were present: D.R. Biondo, Solicitor; T. Hartswick, Borough Manager; D. Ross, Building Official. Police Chief H. Lane was absent

Mr. Zezulewicz requested if there was other business that needed to be discussed before closing the 2003 year. Being none, Mr. Zezulewicz officially closed the continued meeting of December 15, 2003. Mr. Carlucci motioned to adjourn; Mr. Cheberenchick seconded; all in favor; motion carried.

Allegheny County Judge Randall Todd came forward to swear in the elected officials as follows: Council Members Kathleen Jean O'Malley; Nancy J. Kovach; Regis Zezulewicz, Jr.

Mr. Zezulewicz presented the gavel to Mayor Baumgarten to commence the reorganization meeting for 2004.

Mayor Baumgarten declared the next order of business is the election of President of Council for the next two years. Ms. O'Malley nominated Regis Zezulewicz. Being no further nominations, Mr. Baumgarten announced a unanimous vote for Regis Zezulewicz as President of Council.

Mr. Zezulewicz announced the office of Vice President of Council for the next two years is open for nominations. Mr. Cheberenchick nominated Nancy Kovach. Being no further nominations, Mr. Zezulewicz announced a unanimous vote for Nancy Kovach as Vice President of Council.

Mr. Zezulewicz stated the purpose of this special meeting is to appoint a council member. The vacancy became open upon Mr. Kirk's resignation.

Mr. Zezulewicz opened the public comment section of the meeting.

Mr. Arnold Dickson, 1467 Blossom Hill Road - discussed his earlier request for traffic control on Blossom Hill Road and thanked Chief Lane and the police department for their assistance. Mr. Dickson is the democratic chairman in Castle Shannon and requested use of the municipal center for meetings. Mr. Zezulewicz instructed Mr. Dickson to contact borough administration with dates and times.

Mr. Zezulewicz officially closed the public comment section of the meeting.

Mr. Zezulewicz opened the meeting for public comments for Resolution 495 regarding the appointment for the vacancy on council. None were received; therefore Mr. Zezulewicz closed the public comment section.

Ms. Kovach nominated Michael Warhold to fill the vacancy on borough council; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Hartswick presented and read Resolution 495 appointing Mr. Michael K. Warhold as council member. Mr. Coffey motioned to adopt Resolution 495 at its first reading; Mr. Carlucci seconded; all in favor; motion carried.

Mayor Baumgarten came forward to officially swear in Mr. Warhold. Council congratulated Mr. Warhold on his appointment.

Mr. Zezulewicz stated that three applications were received for the vacancy and discussed Mr. Warhold's long time residency in Castle Shannon, his status as a veteran, and his involvement in the borough's organizations.

Mr. Coffey motioned to adjourn; Mr. Carlucci seconded; all in favor; motion carried.
