CASTLE SHANNON BOROUGH
MINUTES OF THE RECESSED MEETING
January 5, 2004

The recessed meeting of Castle Shannon Borough Council was called to order at 7:00 P.M. in the Council Chambers of the Castle Shannon Municipal Center, 3310 McRoberts Road, Castle Shannon, PA 15234 by President of Council, Regis J. Zezulewicz, Jr.

The following elected officials were present: Council Members R. Carlucci, M. Cheberenchick, N.J. Kovach, J. O'Malley, R.J. Zezulewicz, Jr., Mayor D. Baumgarten. P.J. Coffey, T.H. Kirk, and S. Torris were absent. The following appointed officials were present: D.R. Biondo, Solicitor; T. Hartswick, Borough Manager. Chief of Police H. Lane was absent.

Mr. Zezulewicz requested if there was other business that needed to be discussed before closing the 2003 year. Being none, Mr. Zezulewicz officially closed the continued meeting of December 15, 2003. Mr. Carlucci motioned to adjourn; Mr. Cheberenchick seconded; all in favor; motion carried.

Allegheny County Judge Randall Todd came forward to swear in the elected officials as follows: Council Members Kathleen Jean O'Malley; Nancy J. Kovach; Regis Zezulewicz, Jr.

Mr. Zezulewicz presented the gavel to Mayor Baumgarten to commence the reorganization meeting for 2004.

Mayor Baumgarten declared the next order of business is the election of President of Council for the next two years. Ms. O'Malley nominated Regis Zezulewicz. Being no further nominations, Mr. Baumgarten announced a unanimous vote for Regis Zezulewicz as President of Council.

Mr. Zezulewicz announced the office of Vice President of Council for the next two years is open for nominations. Mr. Cheberenchick nominated Nancy Kovach. Being no further nominations, Mr. Zezulewicz announced a unanimous vote for Nancy Kovach as Vice President of Council.

Mr. Carlucci motioned to appoint Dennis Biondo as solicitor for the borough for 2004; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Carlucci motioned to appoint Sarina Bodner for a four-year term on the Planning Commission; Mr. Cheberenchick seconded; all in favor; motion carried.

Mr. Cheberenchick motioned to authorize borough officials to advertise for three positions on the Planning Commission; Ms. O'Malley seconded; all in favor; motion carried.

Zoning Hearing Board Appointments: Mr. Carlucci motioned to appointment David Ely for a three year term; Ms. O'Malley seconded; all in favor; motion carried. Mr. Cheberenchick motioned to appoint Clarence Soles for a two year term; Ms. Kovach seconded; all in favor; motion carried. Ms. O'Malley motioned to appoint Al Dunn for a one year term; Mr. Carlucci seconded; all in favor; motion carried.

Mr. Cheberenchick motioned to appoint Larry Swimkosky to the Civil Service Commission for a six-year term; Mr. Carlucci seconded; all in favor; motion carried.

Ms. O'Malley motioned to authorize borough officials to advertise for a vacancy on the Civil Service Commission; Ms. Kovach seconded; all in favor; motion carried.

Mr. Cheberenchick motioned to appoint Ted Kirk to the SHACOG board of directors and Nancy Kovach as alternate; Mr. Carlucci seconded; all in favor; motion carried.

Mr. Cheberenchick motioned to adopt Resolution 487 appointing Donald Baumgarten as representative to the SHACOG Joint Rate Review Board and Regis Zezulewicz as alternate; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Cheberenchick motioned to adopt Resolution 488 appointing Thomas Hartswick as representative to the SHACOG Franchising Authority Board and Loretta Miller as alternate; Ms. O'Malley seconded; all in favor; motion carried.

Ms. Kovach motioned to approve the minutes of the December 15, 2003 borough council meeting; Ms. O'Malley seconded; all in favor; motion carried.
