The following elected officials were present: R. Carlucci; N. Kovach, J. O’Malley, V. Smith; M. Warhold; R. Zezulewicz; D. Baumgarten; S. Torris. Council Member M. Cheberenchick was absent. The following appointed officials were present: D. Biondo, Solicitor; T. Hartswick, Borough Manager; P. Vietmeier, Codes Official; K. Truver, Police Chief.

The minutes of the December 12, 2011 Council Meeting and January 3, 2012 Reorganization Meeting were presented. Mr. Warhold motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting. Council recognized Timothy and Sandra Kelly of 1003 Connor Road in the audience. Mr. and Mrs. Kelly regularly attend the council meetings to obtain information regarding borough activities. Mr. Zezulewicz closed the public comment section of the meeting.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
The Civil Service Commission met on December 3, 2011 and subjected Chief Truver to a non-competitive examination. Chief Truver successfully passed the examination and the commission recommended him for Civil Service appointment. Ms. O’Malley motioned to approve the appointment; Mr. Carlucci seconded; all in favor; motion carried.

Real Estate Tax Collectors Report:
Ms. Torris reported December collections of $12,440.07 leaving a balance of $111,528.52 to be collected. This is a 96% collection rate, which is 1% higher than 2010. Ms. O’Malley congratulated Ms. Torris on her collection rate.

Council Committee Reports

Building and Grounds:
Mr. Vietmeier plans to visit a yoga instruction business opening on Willow Avenue.

Mr. Smith motioned to ratify the December Treasurer’s report; Ms. Kovach seconded; all in favor; motion carried.

Ms. O’Malley announced that Donece Janiak and Scott Tkach have been appointed to the library board. In addition Arla Muha was appointed president and Janet Montgomery was appointed vice president.

Planning and Codes:
Mr. Warhold stated that a buyer showed interest in the Quick Clean building. In addition, Mr. Vietmeier reported that a real estate agent is doing major renovations on the former Moses Building.

Mr. Warhold met with Paul Dudjak and Sam Scuillo, co-authors of the Castle Shannon historical photo book through the Castle Shannon Revitalization Corporation. The books should be available next summer.

A Community Day volunteer meeting is scheduled for January 10 at 7:00 p.m. to organize committees for the event. In addition, the CSRC will be meeting with Lisa Goodyear to create an organization plan for 2012. Mr. Warhold will be contacting John Montgomery, President of the South Hills Rotary Club to assist with the CSRC/Community Day.

Public Safety:
Chief Truver announced that the next drug take back day is scheduled for April 28th from 10:00 a.m. to 2:00 p.m. at the fire department.

Public Works:
A pre-construction meeting is scheduled for January 12th at 12:00 for the public works garage roof replacement.

Editorial Board:
Mr. Zezulewicz requested that council begin working on articles for the spring newsletter. Mr. Warhold requested an earlier deadline date for articles. Article deadline will be April 1st.

The agenda contained the November 15, 2011 board of director meeting minutes.

Municipal Associations:

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Mr. Hartswick announced that Castle Shannon Borough will host the March meeting of the board of directors on March 15th.

Police Pension:
Nothing to report.

Non-Uniformed Pension:
Nothing to report.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
