The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten. Council Member V. Smith and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor; M. Kunig, Jr. Council Person.

The minutes of the January 14, 2013 council meeting were presented. Mr. Swisher motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting.

Debbie Gallo, Chairman of the Shade Tree Committee – addressed council on the TreeVitalize Program, a partnership with Allegheny County, the Pennsylvania Department of Conservation and Natural Resources and the Western Pennsylvania Conservancy. The Shade Tree Commission, along with the borough, submitted an application to obtain twenty five trees to plant in the business district. Grant application approvals will be made by March 1st.

Ms. Gallo provided council with information and site drawings for the trees. A forester determines the number and species of trees that are planted. Five residents have attended tree tender courses to qualify for maintaining the trees. Volunteers are needed to assist with the planting stage. All ages are welcome.

Ms. Gallo listed projects for 2014 which include a green wall on the Port Authority wall on Willow Avenue, a green portal piece on Willow Avenue at Castle Shannon Boulevard, and removal of unsightly duplicate utility poles with electric and cable wires. Other items that need to be addressed are removal of meter poles, repair of uneven sidewalks and open tree grates with empty tree wells. Mr. Warhold stated that the borough is very lucky to have Ms. Gallo spearheading the Shade Tree Commission and TreeVitalize Program.

Council Committee Reports

Public Relations/Communications:
Ms. Brannon announced that kindergarten registration for Myrtle Avenue Elementary School has been changed to February 26th from 9:00-11:00 and 1:00-3:00 and February 27th from 9:00-11:00, 1:00-3:00 and 5:00-7:00.

A benefit dinner for Carol Reffner will be held on Saturday, March 9th at the Castle Shannon Fire Hall. Tickets are $20.00 each and include a pasta buffet, concert, raffles and Chinese auction. Donations and information can be found on the website at www.carolreffnercancerfund.com or call 412-884-7913 for tickets.

Public Works/Building and Grounds:
Mr. Swisher updated council on public works activities.

Public works is renovating the kitchen at the municipal center. Four college students have been hired for the 2013 season. A Ford F-450 truck has been ordered from Woltz & Wind Ford through the SHACOG purchasing alliance. Evaluations for public works employees have been completed by Mr. DeLallo.

Mr. DeLallo attended a pre-construction meeting regarding the Jim Aiello Shannon Station Transit project and met with Dan Collins, CSYA president to review youth association requests for additional seating/benches.

Lennon, Smith, Souleret Engineers met with public works to view the MS4 maps for the borough’s storm sewers. Mr. Hartswick complimented public works for completing the MS4 maps to maintain permits for the municipal storm water program.

Mr. Warhold motioned to authorize the appropriate officials to execute the collective bargaining agreement between the Greater Pennsylvania Regional Council of Carpenters and Castle Shannon Borough; Ms. O’Malley seconded; all in favor; motion carried.

The agenda contained the proposed CSYA Sign Policy for the municipal center fence. Mr. Biondo will formalize the policy for council’s approval. Public Safety/Fire:A request was received from Gail Haney, Castle Shannon Borough School Crossing Guard to provide a street light on Canal Street. The police concurred that a street light would be beneficial to aid in public safety. Ms. Brannon motioned to approve the installation of a street light by Duquesne Light Company on an existing pole at Canal Street west at Rockwood Avenue; Mr. Cheberenchick seconded; all in favor; motion carried.

Chief Truver presented the animal control report for 2012 through Mt. Lebanon. Carnegie Borough has joined with Mt. Lebanon for animal control services.

Community Activities/Planning & Codes:
Mr. Warhold thanked Ms. Gallo for attending the council meeting and added that Ms. Gallo will be addressing the Castle Shannon Revitalization Corporation board at a meeting on Wednesday, January 30th at 7:00 p.m.

Volunteers are needed for Community Day to assist with booth set-ups and children’s games. The next Community Day meeting is Thursday, February 7th at 6:30 p.m.

Ms. Vietmeier, Mr. Warhold and Mr. Munson have completed an inventory of equipment for the Project Outreach Emergency & Medical Supplies (POEMS) program in partnership with the Emmanuel Lutheran Church. The inventory will be posted on the revitalization corporation’s website.

After the big snow storm on January 2nd, Mr. Vietmeier sent multiple letters to residents and businesses regarding their requirement to clear sidewalks of snow. Since the last snowstorm on Friday, January 25th, most residents are complying with the code requirement.

Manager's Report:
Mr. Hartswick presented a request by Ms. Torris to increase the tax collector’s compensation. Ms. O’Malley motioned to approve the resolution to increase the tax collector’s compensation to $2.50 per line beginning in 2014; Mr. Swisher seconded; all in favor; motion carried.

Mayor's Report:

Planning Commission:
The agenda contained the minutes of the October 15, 2012 and November 19, 2012 meetings.

Solicitor's Report:
Mr. Biondo attended the January planning commission meeting and presented recommendations for changes to the draft zoning ordinance to address Marcellus Shale and gas drilling concerns.
