The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. Council Member V. Smith was absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor; M. Kunig, Jr. Council Person.

The minutes of the January 28, 2013 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
On October 29, 2012 the Civil Service Commission certified an entry level testing list and assigned rankings for an entry level police officer. The police department conducted background investigations on several candidates pursuant to the Civil Service Rules and the Municipal Police Officers Education and Training Commission Act. Based on the results of an investigation, one of the candidates cannot be recommended for employment. Chief Truver requested that this candidate be removed from the list of eligible candidates and the next three names be certified. Ms. Brannon motioned to object to the candidate discussed and authorize the appropriate officials to send a letter to the Civil Service Commission; Ms. O’Malley seconded; all in favor; motion carried.

Real Estate Tax Collectors Report:
Ms. Torris reported collections of $37,949.68 from December 28, 2012 to February 7, 2013. This is a 97.5% collection rate.

Mr. Swisher motioned to exonerate the tax collector for the 2012 delinquent tax list; Mr. Warhold seconded; all in favor; motion carried.

Mr. Hartswick presented Resolution 584 establishing the rate of compensation for the borough’s elected real estate tax collector effective upon the commencement of the term of office of the tax collector to be elected at the municipal election to be held in November 2013. Mr. Swisher motioned to adopt Resolution 584; Ms. Brannon seconded; all in favor; motion carried.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Swisher discussed the Castle Shannon Youth Association policy to advertise and post signs at the municipal center ballfield. Council acknowledged receipt of the formal policy. Bid documents for the municipal center entrance project are being prepared by Mr. Allister for review at a March meeting.

Public Safety/Fire:Nothing to report.

Community Activities/Planning & Codes:
Mr. Warhold reported on the Castle Shannon Revitalization Corporation reorganization meeting held January 30th. Mr. Al Bennet was elected Vice President, and revitalization goals for 2013 were discussed.

Volunteers are in place to secure sponsorships and advertisers for Community Day 2013. Mr. Hartswick added that five vendors have secured booth space, two advertisements are ready, and one corporate sponsor has submitted their donation.

Mr. Vietmeier reported that the Planning Commission will be meeting on Monday, February 18th to hold two public hearings on Kenny Ross and Shannon Station projects.

Ms. O’Malley reported that Mr. Warhold attended the January board of director’s meeting. Plans and goals for the upcoming year were discussed.

Editorial Board:
Article deadline will be April 5th for the spring newsletter.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
The February meeting will be hosted by Scott Township, and the March 21st meeting will be held at the municipal center at 7:30 p.m.

The SHACOG Administrative Advisory Committee will be held on Wednesday, February 13th.

Allied Waste is planning a presentation on new technology options to be held next month for municipal solid waste disposal.

Police Pension:
The agenda contained the 2012 annual investment report. A meeting will be scheduled with Univest and the Police Pension Committee.

Non-Uniformed Pension:
The agenda contained the 2012 annual investment report.

Junior Council Person:
Ms. Kunig reported that Keystone Oaks High School graduation has been changed from Friday, June 7th to Thursday, June 6th. In addition, the girls basketball and hockey team are in the playoffs.

Earned Income Tax Collector's Report:
Nothing to report

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick stated that televising for the administrative consent order requirements started this month.

Council discussed reviewing the listing for the 2013 road improvement programs.

Mayor's Report:
Mayor Baumgarten announced that the Allegheny County Mayor’s Association dinner is scheduled for February 28th. Mr. David Hickton, U.S. Attorney for Western Pennsylvania and former Castle Shannon Borough will be guest speaker.

Planning Commission:
Nothing to report.

Solicitor's Report:
Nothing to report.
