The minutes of the January 23, 2006 council meeting were presented. Ms. O'Malley motioned to approve the minutes; Mr. Carlucci seconded; all in favor; motion carried.

Building and Grounds:
Mr. Warhold reported a meeting is scheduled with the Castle Shannon Youth Association on March 6th. The youth association will maintain the batting cages. Initial requests for 2006 from the youth association include a small storage building at Riehl Park and a concession stand at Sleepy Hollow.
A preliminary meeting for the Memorial Day parade is scheduled for February 27th.

Planning and Codes:
Mr. Ross presented the site plan review for the First Commonwealth Bank which was approved by the Planning Commission. Mr. Jim DeGregory, Mount Shannon Associates - purchased the property at 301 Mt. Lebanon Boulevard. First Commonwealth Bank will lease the property and construct a new bank building. Mr. DeGregory requested the approval of the consolidation of the lots to combine the acquired property with the right-of-way for the abandoned property adjacent to the site.
Mr. Joe Bullister, P.W. Campbell, contractor for First Commonwealth Bank, discussed conversations with Chuck Owen of Penndot regarding placement of an extended sidewalk for pedestrian traffic. A catch basin would be installed for drainage, however the proposed sidewalk would be on Penndot's right-of-way. Mr. Ross will contact Penndot.
Ms. Kovach motioned to accept the Planning Commission's recommendation and approve the consolidation of plan of Mt. Shannon Associates at 301 Mount Lebanon Boulevard; Mr. Warhold seconded; all in favor; motion carried.

Mr. Carlucci questioned the recommendation of Chief Lane to have Port Authority install a gate at Rockwood Avenue. Port Authority deemed the cost of an additional gate at Rockwood was not financially feasible. The borough suggested moving the crossing gate from Grove Road to Rockwood Avenue due to the traffic from St. Annes School. Mr. Ross stated the funding for the gate at Grove Road was approved due to the new LRT line installation, and there is no funding available to install gates at existing lines.
Public Works: - Nothing to report.
Newsletter articles will be due by March 13th. Ms. O'Malley voiced her concern that the articles must be submitted by the deadline to maintain the publication time frame. Mr. Zezulewicz explained the newsletter preparation procedures regarding draft preparation, proof of publication, printing and labeling timeframes. Mr. Carlucci noted that many residents are not receiving the newsletter. Mr. Hartswick will call the manager of the local post office to discuss distribution problems.

Mr. Hartswick presented a sponsorship request from the Castle Shannon Youth Association. Mr. Warhold motioned to donate $625.00 for the programs; Ms. O'Malley seconded; all in favor; motion carried.
Ms. Kovach noted a Mayors' Association meeting on Thursday, January 16th.
Planning Commission Report: Nothing to report.
Solicitor's Report: Nothing to report.
Ms. O'Malley noted that Ms. Pusateri was a participant in the television show Hometown High Q.
Ms. Pusateri announced that twenty students qualified for the Future Business Leaders of America state competition.
Students are raising money for the American Heart Association. Three hundred dollars have been raised by selling pizza and t-shirts. A basketball game is scheduled between the Pittsburgh Steelers and Keystone Oaks faculty to raise additional funds.
Thirty-four students competed in the Pennsylvania Academy of Science competition. Five students from Castle Shannon received first place, and two students from Castle Shannon received special awards. The state competition will be held at Penn State University.
Zoning Hearing Board: Nothing to report.
Mr. Warhold noted that the police pension fund increased.
