CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
February 23, 2015

The following elected officials were present: M. Cheberenchick; K. Brannon; N. Kovach; J. O’Malley; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Tax Collector S. Torris was absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official. Junior Council Member B. Fabbio was absent.


The minutes of the February 9, 2015 Council Meeting were presented. Ms. Brannon motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none; the public comment section was closed.

Ms. Kovach introduced District Judge David J. Barton, who presented council with the annual 2014 Cases, Collections and Disbursements report. The district court experienced a significant staff shortage in 2014 with fewer arrest warrants issued. Judge Barton commended the Castle Shannon Police Department on their hard work, and noted that the bulk of funds received from court disbursements are distributed to the Pennsylvania Department of Revenue. Judge Barton discussed the benefits associated with the borough’s automatic uploading to the Administrative Office of Pennsylvania Courts (AOPC). Council thanked Judge Barton for attending.

Mayor Baumgarten recognized Raymond Eichel from the Castle Shannon Borough Public Works Department. Mr. Eichel was salting the borough roadway, when he heard a resident calling for help. The resident had fallen and broken her hip outside her residence. Mr. Eichel’s keen observation skills and life-saving emergency assistance enabled the resident to receive the medical care and treatment she required until paramedics arrived on the scene. Council congratulated Mr. Eichel and thanked him for his service to the borough.

Real Estate Tax Collectors Report:
Mr. Cheberenchick motioned to exonerate the tax collector for the 2014 taxes in the amount of $83,157.59; Mr. Warhold seconded; all in favor; motion carried.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Nothing to report.

Public Safety/Fire:
Ms. O’Malley motioned to authorize the appropriate officials to execute an agreement between Medical Rescue Team South Authority and the Castle Shannon Police Department to obtain and use the medication Naloxone by trained police officers; Ms. Brannon seconded; all in favor; motion carried.

Finance:
Mr. Swisher reviewed the check registers for February 5th and 18th.

Community Activities/Planning & Codes:
The CSRC’s Promotion Committee will meet tomorrow at 6:00 p.m. to discuss the weekly standard event that will be held every Friday beginning in June. Simmon’s Farm has agreed to participate. Vendors will be available from 5:00 p.m. to 7:00 p.m., and bands are scheduled from 7:00 p.m. to 9:00 p.m.

The CSRC’s Clean, Safe and Green Committee will also meet tomorrow at 7:00 p.m.

Mr. Cassidy will be speaking at the Pennsylvania Downtown Center Leadership Conference on March 11th in Uniontown.

Connect will be meeting on March 12th for a Utility Summit meeting. Mayor Baumgarten, Mr. Warhold, Mr. Hartswick and Mr. Vietmeier will attend.

Library:
Mr. Swisher reported the library board met on February 5th. The next meeting is scheduled for March 5th.

Editorial Board:
Please submit articles to Lynn Seiler as soon as possible.

MRTSA:
Board members will view a presentation on Wednesday from a health care provider to obtain health cost estimates for next year. The board is currently in negotiations with the collective bargaining unit.

Castle Shannon has been designated as a banner community for 2015.

Manager's Report:
Mr. Hartswick presented Resolution #609, a Community Infrastructure and Tourism Fund (CITF) grant application with the Redevelopment Authority of Allegheny County for a Castle Shannon Streetscape Project. Mr. Cassidy described the funding strategy and additional grant applications to submit for the project. Mr. Cheberenchick listed concerns regarding ownership of newly installed sidewalks in the business district. Mr. Warhold motioned to adopt Resolution #609; Ms. Brannon seconded; all in favor; motion carried.

Ms. Randazzo motioned to adopt Resolution #610, adopting written procedures governing how professional services are chosen for its pension plans in order to comply with Act 44; Mr. Swisher seconded; all in favor; motion carried.

Mr. Hartswick and Mayor Baumgarten will attend a 3 Rivers Wet Weather Saw Mill Run Basin Meeting on February 24th at the Whitehall Borough Building.

The agenda contained news release from the Pennsylvania Municipal League and Pennsylvania State Association of Township Commissioners in opposition to Senate Bill 4 and requesting a “no” vote by the senate on a proposed constitutional amendment restricting municipalities’ ability to challenge tax exemptions. Correspondence from Connect will be forthcoming on this senate bill.

The municipal center has experienced significant plumbing problems on the lower level. Mr. Cheberenchick motioned to accept a proposal for $1850.00 from S.R. Poremski Plumbing; Ms. O’Malley seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten presented a proclamation designating the week of March 2, 2015 as MS Awareness Week in Castle Shannon.

Mayor Baumgarten stated that a senator from Texas is working on a bill to allow people (licensed with a permit to carry a concealed weapon) permission to carry that weapon anywhere in the country, i.e. a person licensed in Florida would be permitted to carry that weapon in Ohio.

Other:
Ms. Brannon congratuled Mayor Baumgarten on his featured article in Robert Morris magazine.

Mr. Swisher described the condition of the Port Authority sidewalk on Castle Shannon Boulevard by the Ice Caste, which has holes from previously installed sign posts. Mr. Vietmeier sent photographs of the sidewalk to Port Authority for repairs.

Mr. Warhold discussed installation of a “Walk of Fame” when the sidewalk is replaced in the business district. Mr. Cassidy added that name plates would be incorporated into the design recognizing prominent citizens of Castle Shannon.
