The following elected officials were present: M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten. Council members K. Brannon; V. Smith and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; M. Kunig, Jr. Council Person. Police Chief K. Truver; and P. Vietmeier, Codes Official were absent.

The minutes of the February 11, 2013 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting.

Judy Metzler, 3391 HiWood Dr. - Ms. Metzler presented a proclamation to the Mayor and Council with a request from the Multiple Sclerosis Society that March 11, 2013 begins M.S. Awareness Week. Ms. Metzler stated the M.S. Society will send a representative to read the proclamation during the next council meeting. She has personally benefited from the assistance of the society.

Ms. Kovach closed the public comment section of the meeting.

Bid Openings:
Nothing to report.

Public Hearings:
Mr. Hartswick presented Ordinance #890 amending Ordinance #809 regulating the operation of motor vehicles and traffic and providing general traffic and motor vehicle regulations; to allow overnight parking at a location on Baldwin St. The amended ordinance would allow overnight parking on the southwest side of Baldwin St. between Hoodridge Dr. and House No. 805.

Mr. Swisher motioned amending Ordinance #809; Mr. Warhold seconded; all in favor; motion carried.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Kovach noted the final delinquent collections account.

Council Committee Reports
Nothing to report.

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Swisher noted the Public Works Dept. is cold patching the borough roads. They are 75% done with the painting of the Municipal interior walls and have completed the ceramic tile in the kitchen. More hero banners have come in and Public Works needs to discuss the placement of them.

Tri-State Grouting has 25,000.00 linear feet of sewer televising in the borough to complete. Mr. Hartswick replied this is the first part of the 10 year ACO sanitary sewer structural deficiencies correction plan.

Ms. Kovach questioned if a Public Works truck will be up for bid this year. Mr. Harstwick responded it will happen sometime this summer.

Public Safety/Fire:Mr. Hartswick will attend a presentation at the Fire Dept. hosted by SHACOG regarding Volunteer Fire Departments and the people and communities they serve.

Community Activities/Planning & Codes:
Mr. Warhold attended a P.F.O. meeting at Myrtle School and enlisted a coordinator, Betsy Myers, to help out with our Community Day children’s games.

Editorial Board:
Deadline for Spring newsletter articles is April 5th. Mr. Warhold stated local historian Paul Dudjak will provide an article pertaining to Castle Shannon’s history for the semi-annual newsletter.

Municipal Associations:

Allegheny County Boroughs Association:

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Ms. Kovach announced the March 21st SHACOG meeting will be hosted by Castle Shannon Borough.

Police Pension:
Nothing to report.

Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Ms. Kunig acknowledged that Nicholas Zanetta took 2nd place at the wrestling sections and will proceed to South West finals at Johnstown along with Andrew Trybus and Joe Kazalas. Chandra Mutiah won first place at the regional PJAS tournament.

Earned Income Tax Collector's Report:
Nothing to report

Engineer's Report:
Nothing to report.

Manager's Report:
Nothing to Report.

Mayor's Report:
Mr. Baumgarten attended a function at the Allegheny County Council meeting where they passed the 2nd and final reading of the resolution to create the TIFF District.

Mr. Baumgarten also went to a Transportation Hearing presented by State Representative Erin Molchany. A reception was held afterward at the Shiloh Inn where Mr. Baumgarten met State Representatives from all over. Ms. Kovach questioned the gist of the transportation meeting and Mr. Baumgarten said it concerned the problems with funding of the Port Authority and where money would come from for repair of our bridges and roads. Mr. Baumgarten stated Ms. Mulchany is an asset representing our district.

Planning Commission:
Nothing to report.

Solicitor's Report:
Mr. Biondo will be attending the next Planning Commission Meeting on March 18th with Mr. Hartswick on issues related to second revisions to the Shannon Station. There will also be an unofficial presentation by Senterra Development regarding townhouse plans. Mr. Warhold questioned whether there has been a date set for the zoning hearing board meeting for these projects. Mr. Vietmeier will establish a date for a hearing with Mr. Ely to discuss two variances requested for consideration by the Shannon Station.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Warhold will talk with Mr. Vietmeier on any revision to the ordinance in the zoning book regarding specifics on parking spaces. Mr. Swisher questioned if the Planning Commission or Zoning Hearing Board can be overruled by council in their decision making. Mr. Biondo stated the Planning Commission can be overruled but the Zoning Hearing Board Commission may take you to court.

Ms. Kovach invited Ms. Kunig to the SHACOG meeting held on March 21st at the Municipal Center.
