CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
February 26, 2007

The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey: N. Kovach; J. O'Malley; R. Zezulewicz. Mayor D. Baumgarten, Council Member M. Warhold and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; H. Lane, Police Chief and D. Ross, Building Official.

The minutes of the February 12, 2007 council meeting were presented. Ms. O'Malley motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting.

Ray Lewandowski - Chairman of the Democratic Committee - thanked council for supporting their recent event - "Night at the Races". Mr. Zezulewicz thanked Mr. Lewandowski and his volunteers for having such an active organization.

Mr. Zezulewicz closed the public comment section of the meeting.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Building and Grounds:
Mr. Hartswick announced that the next Memorial Day Committee meeting will be held March 5th at 5:00 p.m.

A Peer-to-Peer Committee meeting is scheduled for March 14th.

Finance:
Nothing to report.

Library:
Nothing to report.

Planning and Codes:
Ms. Kovach noted that all businesses have paid their amusement device permit fees.

Public Safety:
Nothing to report.

Public Works:
Mr. Carlucci congratulated the road crew on a great job of salting the streets during recent snow and ice storms. Mr. Hartswick concurred with Mr. Carlucci and added that two hundred fifty tons of salt are in storage.

Mr. Coffey questioned results of bids for the purchase of a 2007 Ford truck. Mr. Hartswick stated that Mr. DeLallo will meet with Woltz & Wind Ford and has met with Allegheny Ford.

Ms. Kovach questioned the status of the sewer camera project. Mr. Zezulewicz answered that Castle Shannon is well ahead of other communities. Mr. Hartswick assured Ms. Kovach that crack sealing activities will be undertaken this spring. Mr. Cheberenchick added that crack sealing must be scheduled to maintain the streets.

Mr. Zezulewicz discussed a problem with the condition of the road on Orr Drive. Leakage from water lines may have potentially undermined the road. This is a main pass-through road in our community. Borough engineers are reviewing the street. Warning signs have been posted until asphalt plants open next month.

Editorial Board:
Mr. Zezulewicz requested articles for the Spring newsletter by April 2nd.

South Hills Area Council of Governments:
Ms.O'Malley announced that the Borough will be hosting the SHACOG meeting on March 15th.

Nothing to report.

Manager's Report:

Mayor:

Planning Commission Report:

Other:
Ms. O'Malley questioned the status of the Baldwin Street/Willow Avenue intersection. Mr. Ross stated the plans cannot be implemented until the weather is better. Ms. Kovach would like to see diagrams of the plans. Mr. Zezulewicz stated the plans are available in the borough codes office.

Ms. Kovach stated that the Scuillo Building is looking very nice and unobtrusive. Parking was discussed.
