The following elected officials were present: R. Carlucci; M. Cheberenchick; N. Kovach; J. O'Malley; M. Warhold; R. Zezulewicz; D. Baumgarten; S. Torris. Council member P. Coffey was absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor. Police Chief H. Lane and Codes Official P. Vietmeier were absent.

The minutes of the February 23, 2009 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. Kovach seconded; all in favor; motion carried.

Mr. Zezulewicz temporarily turned the meeting over to Mayor Baumgarten. Mayor Baumgarten announced that Chief Lane was attending a hearing on a proposal to sell alcohol at the Mt. Lebanon Golf Course. The borough is opposed to this proposal due to the proximity of the course to the Myrtle Avenue Elementary School and a current problem with speeding in the area.

Mayor Baumgarten introduced Wayne Miller, who currently acquired the Hollywood Interior building. Mr. Miller made a large donation of fabric to the cub scouts for a flea market. The funds raised were donated towards the training of Riad, the borough K-9 dog. Mr. Miller stated it was a pleasure to work with the cub scouts and their leaders on this endeavor.

Officer Jim Fleckenstein discussed the donation of the K-9 by the state police, a donation acquired from Stephen Zappala for the training, the support of the local businesses by donating funds for training and the donation by the cub scouts for the training and purchase of a ballistic vest for Riad. Officer Fleckenstein presented a plaque to Mr. Miller and thanked him for all his assistance in the donation and transportation of 5,000 rolls of fabric for the flea market.

Dan Collins, 1413 Highland Villa, and Chris Rielly, 1454 Blossom Hill Road - presented the K-9 ballistic vest to Officer Fleckenstein on behalf of Cub Scout Troop 350. Council thanked the troop leaders for their service to the youth of the community and service to the K-9 unit.

Mr. Zezulewicz officially opened the public comment section of the meeting.

Jill Mowery, 968 Sleepy Hollow and Kathy Davis, 935 Baldwin Street - discussed the limited parking on Sleepy Hollow for visitors. Ms. Mowery added there are no parking signs on both sides of the street. Mr. Zezulewicz and Mayor Baumgarten stated that the parking problem will be discussed with Chief Lane.

Mr. Zezulewicz closed the public comment section.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
The agenda contained the annual Civil Service Review for 2008.

Real Estate Tax Collectors Report:
Ms. Torris reported that real estate tax bills were mailed, and collections have been received totaling $93,000.

Council Committee Reports:

Building and Grounds:
Mr. Warhold discussed the progress for Community Day 2009. Advertising and booth rental information was mailed to borough businesses. Information is available on the borough's website.

A Memorial Day meeting has been scheduled for March 18th at 5:30 p.m.

A meeting should be scheduled with Castle Shannon Youth Association in the near future.

Ms. O'Malley announced a book sale sponsored by the Friends of the Library from March 11th to March 14th.

Planning and Codes:
Ms. Kovach reported that Mr. Vietmeier has initiated an aggressive campaign to bring buildings up to code in the downtown district.

Ms. Kovach will meet with Mr. Vietmeier to prepare an article for the spring newsletter regarding building permit requirements and common code violations.

Public Safety:
The agenda contained the February department reports. Public Works:
Mr. Hartswick presented a listing of proposed street segments for the 2009 road improvement program. Eighteen streets are scheduled for the crack sealing program through the Public Works Department. Mr. Carlucci motioned to proceed with the advertising requirements for the road program; Ms. Kovach seconded; all in favor.

Editorial Board:
Mr. Hartswick announced that the deadline for articles for the spring newsletter is April 1st.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Ms. O'Malley invited council and Mayor Baumgarten to attend the SHACOG meeting at the Municipal Center on March 19th.

Police Pension:
Nothing to report.

Earned Income Tax Collector's Report:
Distribution analysis: EIT - $69,079.10; LST - $12,255.54.

Engineer's Report:
Mr. Hartswick reported that Mr. Stanton will provide two cut outs of the overall design for property acquisition for the Grove Road Bridge. The needed property acquisition should not impact the nearby building's historical designation or funding sources.

Manager's Report:
Mr. Hartswick presented a request for team sponsorships from the Castle Shannon Youth Association. Ms. O'Malley motioned to sponsor three teams for a total of $625.00; Mr. Warhold seconded; all in favor; motion carried.

Mayor Baumgarten discussed the cub scout's Blue and Gold banquet, and he commended the troop leaders for their dedication to the young men. It is gratifying to see the scouts growing up with discipline and integrity, as they are the future of our country.

Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Cheberenchick revisited the parking issue on Blossom Hill. Chief Lane will provide recommendations at the next council meeting. Mr. Warhold requested that Chief Lane review the sharp bend on Middleboro Road also for recommendations.
