The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten; S. Torris, Tax Collector. Council member V. Smith was absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor; M. Kunig, Jr. Council Person.

The minutes of the February 25, 2013 council meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting.

Ms. Kovach announced a change in the agenda for a momentous occasion and directed the meeting to Chief Truver.

Chief Truver announced that in 2012 the Castle Shannon Police Department tested for the position of Lieutenant. David C. Lane was hired in January 1993 as a part-time police officer and became full-time in January 1994. Officer Lane has served in many capacities and was promoted to Sergeant in 2001. Sgt. Lane was trained in negotiations and served on a critical response team, along with coordinating many special events for the police department. He is a certified instructor teaching police recruits at Indiana University. He has an undergraduate degree in Criminal Justice and graduated in 2011 from the FBI National Academy, Session 245. Sgt. Lane passed a written and oral exam and satisfied all the requirements for the position, and the Civil Service Commission certified the promotion list on September 15, 2012.

Chief Truver asked that Borough Council take action to promote Sergeant David C. Lane to Lieutenant. Ms. Kovach asked for a motion to accept the Civil Service Commission’s recommendation. Ms. O’Malley motioned; Mr. Cheberenchick seconded; all in favor; motion carried.

Mayor Baumgarten proceeded with the swearing-in ceremony. On behalf of borough council, Ms. Kovach congratulated Lt. David Lane.

Ms. Kovach officially opened the public comment section of the meeting.

Civil Service Commission:

Real Estate Tax Collectors Report:
Bills were mailed on February 15th. Ms. Torris reported collections of $251,491.03 with $2,758,771.95 outstanding.

Council Committee Reports
Nothing to report.

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Hartswick announced the 2013 Road Improvement Program would include the following streets: Ornament Way from 6th to Home, Hoodridge between Mt. Lebanon to Chateugay Apartments, Lindenwood between Columbia to Hi Wood, Locust between Poplar to Willow, Ridgeton from Belleville to the dead end, Saxonwald from Rosalia to the dead end and McRoberts from Hamilton to Grove. Cost is estimated at $260,000 +.

Ms. Kovach shared that the engineer’s study relayed that we have no #1 roads (#1 being the worst) but have several #2 & #3, and they should be first to get repaved. Motion to go to bid by Ms. O’Malley and seconded by Mr. Swisher; all in favor, motion carried.

Public Safety/Fire:Chief Truver reported that on February 21, 2013 the KO School Board met and renewed the police Memoranda of Understanding with the school entities reflecting Safe School Acts. Agreement expires in 2013. Changes in the MOU include when a school district must report a crime to local police, when they may report, special requirements with students with disabilities and yearly reporting.

Ms. O’Malley motioned to authorize the appropriate officials to sign the Memoranda of Understanding; Mr. Swisher seconded; all in favor; motion carried.

Mr. Cheberenchick motioned to pay the bills; Mr. Warhold seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Warhold reported that our TreeVitalize grant was approved. Debbie Gallo, Bob Ausman and Mike Warhold will attend an orientation to discuss planting details. Planting is scheduled for April 27th from 9-12 noon, rain or shine. Volunteers are needed for that day. Flowering trees were donated, and it will be the tree tenders responsibility to water, fertilize and care for the trees.

Community Day is coming along as scheduled.

May 18th & 19th the Heritage Players are performing a Murder Mystery Dinner Theater here at Borough Building.

A wide range of items will be discussed at the Planning Commission Meeting on March 18th.

Monthly meeting will be held at the municipal center on March 21st at 7:30 p.m.

Junior Council Person:
Ms. Kunig acknowledged that Nicholas Zanetta took 5th place at the wrestling states in Hershey; however lost in the championship.

Mayor's Report:
Mayor Baumgarten read a proclamation from the Multiple Sclerosis Society to proclaim March 11-17, 2013 as MS Awareness week in Castle Shannon.

Zoning Hearing Board:

Mr. Warhold reported that the benefit dinner for Carol Reffner was a huge success.
