The following elected officials were present: R. Carlucci; N. Kovach; J. O'Malley; M. Warhold; R. Zezulewicz; S. Torris. Council Members M. Cheberenchick, P. Coffey and Mayor D. Baumgarten were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; P. Vietmeier, Codes Official; A. Kocelko, Jr. Council Member. Police Chief H. Lane was absent.

The minutes of the March 10, 2008 council meeting were presented. Ms. Kovach motioned to approve the minutes; Mr. Carlucci seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting. Being none, Mr. Zezulewicz closed the public comment portion of the meeting.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Building and Grounds:
Mr. Warhold reported that Julie Mitchell has consented to be director for the 2008 Summer Recreation Program.

The Memorial Day Committee met to discuss preparations for the 2008 parade and services. Mr. Zezulewicz noted that candy should not be thrown from the cars due to a safety issue with children running into the street. Mr. Warhold added that walkers can throw out candy from the curbside.

Letters were mailed to businesses in the borough for community day participation. Space is limited.

Mr. Carlucci motioned to ratify the February's treasurer's report; Ms. Kovach seconded; all in favor; motion carried.

Ms. O'Malley reported that the library book sale was a very successful event.

The public works department has been competing minor repairs at the library by replacing ceiling tiles, hanging pictures, painting, etc.

Planning and Codes:
Mr. Vietmeier reported that many calls are being received for building permits for sheds, fences and pools.

Mr. Zezulewicz requested that communication be established with Building Inspector Underwriters to provide a report to council on Act 45 projects.

Public Safety:
Mr. Carlucci noted that a water leak was reported in the police department.

Public Works:
Nothing to report.

Editorial Board:
The articles are being cleansed for the newsletter final draft.

Mr. Warhold reported that a new pick up vehicle for supervisors has been received that will replace the jeep. Grant money was used.

Municipal Associations:

Allegheny County Boroughs Association:
The general membership meeting will be May 8th.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
The monthly meeting is scheduled for March 27th. Borough administration has made arrangements. The annual dinner will be April 24th at the South Hills Country Club.

Police Pension:
Mr. Hartswick discussed Senate bill 596 to establish a state wide pension plan that will mandate benefits and higher municipal costs. Mr. Warhold and Mr. Zezulewicz commented that the borough's police pension plan is very solvent. Mr. Zezulewicz asked for a bullet point summary for the next meeting.

Earned Income Tax Collector's Report:
February Distribution Analysis: EIT - $71,431.70; LST - $2,526.93.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented a request from Cub Scout Pack 350 to waive the fee for a picnic at Riehl Park on June 1st. Ms. Kovach motioned to waive the fee; Mr. Carlucci seconded; all in favor; motion carried.

Planning Commission Report:
Jason Stanton - Lennon, Smith, Souleret Engineering reported that the Planning Commission approved the minor subdivision of Albert H. and Julia M. Haas. The parcel is located along Shady Run Avenue. The subdivision conforms to the borough's zoning requirements. Mr. Zezulewicz opened a public comment section for the subdivision. No comments were received; therefore the public comment section was closed. Ms. Kovach motioned to approve the minor subdivision plan of lot 250-C-240 at 1200 Shady Run Avenue; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Carlucci motioned to accept the Planning Commission minutes of March 17, 2008; Ms. Kovach seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Ms. O'Malley noted two code issues for Mr. Vietmeier to review. Plastic grocery bags and trash are on the Castleridge hillside on Baldwin Street. A dumpster enclosure is needed for National City Bank on Mt. Lebanon Boulevard.

Ms. Kocelko reported that Anthony Zanetta won the state championship for wrestling in his classification.

Student's Against Drunk Driving conducted a mock funeral, and the program went well.

Ms. Kovach asked Mr. Hartswick for a list of the roads scheduled for the 2008 paving program and requested that a concerted effort be made to crack seal the roads this spring.
