The following elected officials were present: M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. Council Members K. Brannon and V. Smith were absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor; B. Fabbio, Jr. Council Person.

The minutes of the March 24, 2014 council meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Warhold seconded; all in favor; motion carried.

Ms. Kovach turned the meeting over to Chief Truver, who recognized Sergeant Gary Watkins. Sergeant Watkins is a field training officer, a DARE officer, a range master, an MPOETC instructor and a Critical Incident Tactical operator. Sergeant Watkins received a certificate of commendation from the FBI National Academy in Quantico Virginia, where he completed courses in Criminal Justice Research, Psychology of Leadership, Statement Analysis, Officer Involved Shooting, Forensic Science, Street Management and Law Enforcement Fitness. In addition, he completed the Marine Fitness Course and earned a coveted yellow brick as a badge of his perseverance and commitment to the program. Less than 1% of law enforcement officers are invited to attend the academy, and Castle Shannon is very proud to have three officers who attended and completed the program.

Council congratulated Sergeant Watkins on his accomplishments.

Ms. Kovach opened the public comment section of the meeting. Being none, the public comment section was closed.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported March collections of $814,030.95 leaving a balance of $2,034,519.84.

Council Committee Reports:

Public Relations/Communications:
Nothing to report.

Public Works/Building & Grounds:
Mr. Hartswick presented the 2014 Road Improvement Program options. Mr. Cheberenchick motioned to bid the road projects; Mr. Swisher seconded; all in favor; motion carried.

Public Safety/Fire:
Chief Truver reported that new piano crosswalk markings were installed for pedestrian safety at Route 88 and Grove Road. In addition, the company touched up the intersection at Route 88 and Sixth Street.

MRTSA will host a drug take back on April 26th from 10:00 a.m. to 2:00 p.m. to collect unused, unwanted prescription and over the counter medications. The Mt. Lebanon Public Safety Building has a drug take-back box available all year during office hours.

The Castle Shannon Revitalization Corporation and Castle Shannon Borough are sponsoring a “Shred It” event at the Castle Shannon Volunteer Fire Department on May 24th from 9:00 a.m. to 12:00 p.m. For each individual, the first two banker boxes to shred are free with additional boxes charged at $5 a box.

Mr. Swisher reviewed the check registers. Mr. Warhold motioned to ratify the March treasurer’s report; Ms. O’Malley seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Vietmeier has noted that the property at 1426 Trance Drive has been abandoned and designed as an unfit structure. The property at 3708 and 3710 Poplar Avenue was exterminated. This property is scheduled for demolition.

Mr. Warhold reported that twenty-six trees were planted at Hamilton Park through the TreeVitalize program. The forester gave an informative presentation on proper tree planting procedures. Mr. Warhold extended his thanks to the forty volunteers that assisted with the planting. It was a very fun community event.

Community Day plans continues to move forward. The advertisements for the booklet have been received, and corporate sponsors have funded the band costs.

Mr. Warhold met Matt Pavlosky from the Southwestern Pennsylvania Commission at the ALOM conference. Mr. Warhold plans to invite him to Castle Shannon to discuss transportation issues. Ms. Kovach noted that the traffic light on Connor at Route 88 should be checked because of traffic back-ups during peak hours. Chief Truver and Mr. Hartswick have been working with Domenic D’Andrea, Project Manager of the Regional Traffic Signal Program.

Ms. Kovach discussed the borough’s continuing code enforcement efforts with Judge Gallo and delegates at the ALOM conference. The borough is concerned about the many continuances granted to residents that delay the time frame for violation corrections.

Mr. Swisher reported that the Friends of the Library held a successful flea market and bake sale last week. The board members attended an Allegheny County Libraries Association meeting regarding keeping thriving libraries going.

Editorial Board:
Mr. Hartswick will send Ms. Sharon the listing of streets for the 2014 road improvement program.

Allegheny County Boroughs Association - Ms. Kovach and Mr. Warhold will attend the general membership meeting.
Allegheny League of Municipalities - Nothing to report.
South Hills Area Council of Governments - Nothing to report.
Pennsylvania State Association of Boroughs – The annual banquet is scheduled for April 24th.

Police Pension:
Nothing to report.

Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
The high school held a “Glow Fest” school dance last week. The softball and baseball teams are doing well.

Engineer’s Report:
Nothing to report.

Mr. Hartswick presented Resolution #595 authorizing the filing of a proposal for funds with the Department of Community and Economic Development for a feasibility study relating to Keystone Community designation. Mr. Warhold motioned to adopt Resolution #595; Ms. O’Malley seconded; all in favor; motion carried.

Mr. Warhold motioned to appoint Castle Shannon Borough as the official applicant for the DCED grant; Ms. O’Malley seconded; all in favor; motion carried.

Mayor Baumgarten asked Chief Truver and Ray DeLallo to review the top of Saint Anne Street by a retention pond for a guide rail installation.

Mayor Baumgarten, Chief Truver and Lori Miller have been removing excess files from storage room B at the Municipal Center. Mayor Baumgarten asked council for authorization to remove excess file cabinets. Mr. Biondo will prepare a resolution.

Mayor Baumgarten had public safety concerns about the property at 3708 & 3710 Poplar Avenue. Public works will board up the residences. We are awaiting a commitment letter for CDBG funding through SHACOG to move forward with the demolition.
