The following elected officials were present: R. Carlucci; M. Cheberenchick; N. Kovach; J. O’Malley; V. Smith; M. Warhold; D. Baumgarten; S. Torris. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; P. Vietmeier, Codes Official; Police Chief K. Truver; M. Kunig, Junior Council Person.

Council commenced a reorganization to fill the position for president. Mr. Warhold nominated Ms. Kovach for council president; Mr. Cheberenchick seconded. Being no further nominations, the borough manager cast a unanimous vote for Nancy Kovach as President of Council.

Mr. Smith then nominated Mr. Warhold for vice president; Ms. O’Malley seconded. Being no further nominations, the borough manager cast a unanimous vote for Michael Warhold as Vice President of Council.

The minutes of the March 25, 2012 council meeting were presented. Mr. Smith motioned to approve the minutes; Mr. Carlucci seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting.

Lido Dreucci, 3372 Sycamore Drive – discussed a problem with dog walkers with long leashes allowing their animals to run into his yard to relieve themselves. Mr. Vietmeier suggested installation of a small open fence, and Chief Truver suggested Mr. Dreucci install signage. Ms. Kovach proposed placing an article in the newsletter.

Ms. Kovach closed the public comment section.

Bid Openings:

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported the following: Beginning 2012 balance - $2,788.0950.56; March Collections - $271,335.29; Balance due - $2,511,183.51.

Council Committee Reports

Building and Grounds:
Mr. Carlucci reported that the public works garage roof project has been completed. Mr. Carlucci requested that a meeting be scheduled with the summer recreation directors.

Mr. Smith motioned to approve the bill list; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. O’Malley announced that the Friends of the Library Flea Market is scheduled for April 21st from 8:00 a.m. to 2:00 p.m.

A part-time position for the library assistant/page position is available.

Planning and Codes:
Mr. Warhold, Ms. Goodyear and Mr. Hartswick met with Al Delassandro, Regional Director of the Department for Community and Economic Development (DCED) to discuss funding for revitalization. Grant funding through the Keystone Communities program does not look promising. The next revitalization meeting is scheduled for Wednesday.

Ladds Sterling will be starting as part-time Assistant Codes Official starting April 16th.

Public Safety:
Mr. Rob Conroy representing CeaseFirePA (a coalition of survivors and advocates taking a stand against gun violence and criminals who use and traffic guns illegally) addressed council in opposition to State House Bill 1523 and State Senate Bill 1438. These bills, sponsored by the National Rifle Association, could penalize and fine municipalities that have passed ordinances requiring gun owners to report lost or stolen firearms. Mr. Conroy invited council to attend a meeting scheduled for April 19th at the Munhall Borough Building to further discuss the legislation. Ms. Kovach suggested that council send letters to our state representatives opposing these bills.

Ms. O’Malley announced that the third Drug Take Back day is scheduled for April 28th from 10:00 a.m. to 2:00 p.m. at the Castle Shannon Volunteer Fire Department.

Public Works:
Two applications have been received for the public works seasonal positions.

Editorial Board:
Ms. Kovach reported that the newsletter is in transition.

The agenda contained the board minutes from February 22, 2012.

Municipal Associations:

Allegheny County Boroughs Association:
Mr. Warhold motioned to appoint Vince Smith as delegate; Mr. Carlucci seconded; all in favor; motion carried. Mr. Warhold motioned to appoint Nancy Kovach as alternate delegate; Ms. O’Malley seconded; all in favor; motion carried.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
The annual dinner is scheduled for April 26th.

Police Pension:
Nothing to report.

Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Ms. Kunig reported that the Mr. K.O. competition is April 20th, and that PSSA tests will be given April 16th to 20th.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Nothing to report.

Mayor Baumgarten stated that Castle Shannon has passed the ordinance to report lost and stolen firearms, and the two bills presented to the legislators needs to be defeated.

Planning Commission:
Nothing to report.

Solicitor's Report:
Nothing to report.
