The following elected officials were present: K. Brannon; M. Cheberenchick; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten. Council President N. Kovach, Council member V. Smith, and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor; M. Kunig, Jr. Council Person.

The minutes of the March 11, 2013 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Mr. Warhold officially opened the public comment section of the meeting.

Dan Collins, Castle Shannon Youth Association – invited council to participate in the CSYA opening day celebration at the municipal center on April 13th from 2:00 p.m. to 10:00 p.m. Several games are planned and approximately 200 children will attend.

Mr. Warhold announced that May 18th, the municipal center gymnasium will be used for a murder mystery theater performed by the Heritage Players. Mr. Warhold requested that CSYA have any ball games completed by 6:00 p.m. that day.

CSYA uses the fields April through July and fall ball starts in September. Mr. Collins invited council to the CSYA yearend party at Hamilton Park on June 30th.

Public Relations/Communications:

Public Works/Building and Grounds:
Mr. Swisher reported that the public works department will be installing an electric outlet in the municipal center basement area for CSYA’s use for field dragging equipment. Mr. Collins will coordinate placement of the outlet with Ray DeLallo.

Public Safety/Fire:

Community Activities/Planning & Codes:
Mr. Warhold discussed a sinkhole discovered at the Castle Ridge apartment complex that could cause problems on St. Anne’s Street. Mr. Vietmeier, Mr. Hartswick and the borough engineers investigated erosion on the apartment complex drainage facility. The property owners were notified, and they have contracted PA Soil and Rock (a soils engineer) to take soil samples and propose a solution to the problem by the end of the week.

Mr. Warhold and Ms. Gallo are coordinating the TreeVitalize program through the Pennsylvania Western Conservancy. A grant was received for nineteen trees to be planted on Park Avenue, James Street and Willow Avenue. Volunteers are needed to assist with the planting on April 27th from 9:00 a.m. to 12:00 noon. Volunteers should be over 14 years of age. Coffee and donuts are provided at registration with a lunch following the planting. Please call Loretta Miller at 412-885-9200 x102 to register.

Mr. Swisher and Mr. Warhold discussed the band gigs for 2013 Community Day. Many talented local bands have expressed an interest in performing. Mr. Warhold discussed the possibility of forming a committee to re-establish concerts in the park.

Ms. O’Malley commended Linda Karlovich and borough administration for planning and decorating for the March SHACOG meeting at the municipal center.

Junior Council Person:
Ms. Kunig reported that the “Drowsy Chaperone” play was performed at Keystone Oaks High School last weekend.

Ms. Kunig also reported that she will be attending the University of Pittsburgh this fall.

Earned Income Tax Collector's Report:

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented a request from Tri-State Flooring for a waiver requiring the installation of a 15 inch storm water pipe for 200 Castleview Drive. Ms. O’Malley motioned to approve the waiver request; Ms. Brannon seconded; all in favor; motion carried.

Mr. Hartswick stated that the borough’s application for a CDBG Year 39 grant was approved for $15,000 or 50% of demolition costs. Properties to be demolished are 923 Ulrich Avenue and 1261 Hamilton Road. Ms. O’Malley motioned to accept the SHACOG funding adjustment and proceed with the projects; Mr. Swisher seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten discussed a notice received that 2014 will be St. Anne Parish’s 125th anniversary and St. Anne School’s 120th anniversary. Council agreed to individually contribute to the ad. Ms. Miller will contact St. Anne’s for an ad form.

Mayor Baumgarten discussed a program at the PELRAS conference regarding changes to healthcare starting in 2014. Employees who work over 30 hours are considered full time and eligible for healthcare benefits. Rates will increase dramatically, and next year healthcare programs will be very confusing and expensive.

Planning Commission:
Nothing to report.

Solicitor's Report:
Mayor Baumgarten, Mr. Hartswick, Mr. Biondo and Mr. Cheberenchick attended the last planning commission meeting. Minutes will be forthcoming for council’s review.
