The following elected officials were present: R. Carlucci; M. Cheberenchick; N. Kovach; J. O'Malley; M. Warhold; R. Zezulewicz; D. Baumgarten. Council member P. Coffey and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor. Police Chief H. Lane and Codes Official P. Vietmeier were absent.

The minutes of the April 13, 2009 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. Kovach seconded; all in favor; motion carried.

Mr. Zezulewicz officially opened the public comment section of the meeting.

Dave and Gloria Kellaway, 4155 Steiger Street - stated that the salt from the public work's trucks damaged his lawn and presented council with photographs. Mr. Kellaway requested that the borough repair his lawn. Although this lawn has been repaired in the past, Mr. Kellaway was advised that the lawn is in the borough's right of way. Mr. Zezulewicz was concerned about the borough's liability for salt damage to other yards in the borough. Mr. Cheberenchick reported that the public works department should be advised to turn the salt spreader down on the trucks. Mr. Zezulewicz stated the borough will repair the yard this year, and a policy should be adopted for next year.

Jim Cibrone, M. Cibrone & Sons Bakery - questioned the construction on Library Road, Grove Road and the Grove Road Bridge. Mayor Baumgarten stated that the Route 88 Penndot project will run until mid-December. After the gas company completes their work, drainage will be installed and the paving project will begin. One lane of traffic will be shut down.

Grove Road will be widened into three lanes. Penndot has not provided a date for when that section of the project is to commence. Once a specific date range is received, the borough will contact the local businesses on Grove Road. Construction on the Grove Road Bridge is potentially scheduled for August.

Ed Guzik, 1427 Trance Drive - commended Mr. Vietmeier on his efforts to clean up construction material at a home on McRoberts Road. Mr. Zezulewicz noted that the construction material in the municipal center parking lot has been removed. Mr. Guzik reported an ongoing problem with a neighbor parking on the street before 6:00 a.m. Mr. Zezulewicz closed the public comment section.

Council Committee Reports:

Building and Grounds:
Mr. Warhold announced that the next meeting for the Community Day and Memorial Day committees will be Wednesday, May 6th. Both events have been well organized.

The Castle Shannon Revitalization Committee met with Dewey & Kay, revitalization consultants on Saturday morning. Mr. Zezulewicz noted that the consultants stated the corporation is well organized. Possible sources for revitalization grant funds are being sought through Pittsburgh Connects, the Pennsylvania Downtown Center, and a CDBG application via SHACOG. On May 13th, representatives from the Pennsylvania Downtown Center will meet with business owners from the borough's downtown district.

Mr. Cheberenchick reported that the finance committee met and reviewed the first quarter reports.

Ms. O'Malley reported that the Friends of the Library hosted a flea market and bake sale that earned $800.00 to be applied to the children's programming.

Planning and Codes:
Ms. Kovach reported that extensive progress has been made on code violations within the borough. Regarding a house boarded up on McRoberts Road, Fire Chief Reffner reported that no further action can be taken until the resident returns.

Public Safety:

Public Works:
Ms. Miller reported that four seasonal workers will be hired for the 2009 summer with a starting date in May.

Editorial Board:
Mr. Zezulewicz stated the final draft will be provided soon, and the committee has adhered to the time frame.

South Hills Area Council of Governments:
Ms. O'Malley reported that the SHACOG dinner meeting was very well attended.

Manager's Report:
Mr. Hartswick presented the Borough of Castle Shannon Fraud Policy. Ms. O'Malley motioned to adopt the policy; Mr. Cheberenchick seconded; all in favor; motion carried.

Mr. Hartswick presented an application for a $450,000 program infrastructure development grant to assist the funding strategy for the Grove Road Bridge. Council agreed to proceed with the grant application.

Mayor Baumgarten announced a meeting is scheduled on Wednesday with Penndot to proceed with Congressman Tim Murphy's $570,000 earmark for the Grove Road Bridge.

Mr. Cheberenchick noted an insurance refund of $14,000 was received from EMC Insurance.
