CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
May 12, 2008

The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey; J. O'Malley; M. Warhold; R. Zezulewicz; D. Baumgarten; S. Torris. Council Member N. Kovach was absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; H. Lane, Police Chief; P. Vietmeier, Codes Official; A. Kocelko, Jr. Council Member.

The minutes of the April 14, 2008 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting.

Marv Levin, 861 Corbett Drive - discussed a letter from Russ McKibben of the planning commission regarding procedural concerns and extended an invitation for borough council members to attend the planning commission meeting of May 19th. A joint meeting with borough council and the planning commission is planned for June 16th.

Mr. Levin discussed a parking situation on Ulrich and upper Willow Avenue. Chief Lane will investigate the parking.

George Orr, 791 Killarney Drive - commented on Senator Wayne Fontana's article in the spring newsletter.

Mr. Zezulewicz closed the public comment section.

Bid Openings:
Mr. Coffey motioned to ratify the manager's award of Contract B to Victor Paving and Construction for $158,083.50 for the 2008 Liquid Fuels Road Improvement Program; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. O'Malley motioned to accept the summer 2008 Road Materials bids through SHACOG; Mr. Carlucci seconded; all in favor; motion carried.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris presented the April collection report. Collections - $357,876.76. Assessment changes - $-1,297.97; Balance - $318,238.33. Ms. Torris added that collections are $114,000 ahead of last year at this time.

Council Committee Reports:

Building and Grounds:
Mr. Hartswick presented a request from the Castle Shannon Youth Association to post no smoking signs around the bleacher areas of the borough parks. Council agreed to the request. Mr. Hartswick will notify public works to post signs.

Chief Lane discussed a proposal to have the municipal center jail cells, locker room and restroom sanitized on a regular basis. Mr. Zezulewicz requested that additional proposals be secured for this type of sanitation service.

Mr. Warhold is coordinating and finalizing preparations for the 2008 Community Day. A committee meeting is scheduled for May 19th. The limited parking situation and delayed electric installation was discussed.

Finance:
Mr. Cheberenchick motioned to ratify the March treasurer's report; Ms. O'Malley seconded; all in favor; motion carried.

On a personal note, Mr. Cheberenchick stated that Councilman Warhold gave a wonderful performance in the musical play Copacabana with the Bethel Park Players.

Library:
Nothing to report.

Planning and Codes:
Mr. Vietmeier reported that high grass is beginning to be a concern throughout the borough. Mr. Cheberenchick stated that Mr. Vietmeier is doing a great job in having code violations resolved. Mr. Carlucci noted an abandoned boat in the borough.

Public Safety:
Chief Lane discussed the high volume of traffic on Killarney from the Route 88 Penndot construction. Penndot's installation of catch basins will assist in water drainage. Chief Lane discussed the proposed paving restoration.

Columbia Gas is installing new gas lines on every street in the county. Gas company road restoration around August should be monitored because of Penndot's Grove Road expansion and Route 88 construction from Grove Road to Sixth Street.

Public Works:
Mr. Coffey questioned the status of public works seasonal applications. Ms. Miller answered that nine applications have been received. Two employees have been hired to begin in May.

Editorial Board:
The deadline for the spring newsletter will be March 17th.

MRTSA:
Nothing to report.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Nothing to report.

Police Pension:
Mr. Hartswick reported that the first quarter of 2008 was not very productive. Council discussed the current stock market conditions and investment policy statement.

Earned Income Tax Collector's Report:
March Distribution Analysis: EIT - $86,331.65; LST - $1,837.42.

Engineer's Report:
Nothing to report.

Manager's Report:
Nothing to report.

Mayor:
Mayor Baumgarten reiterated that Mr. Warhold stole the show in his recent production of Copacabana. Great costumes and a good cast made the show a hit.

Planning Commission Report:
Nothing to report.

Solicitor's Report:
Mr. Biondo requested council authorize the appropriate officials to enter into an agreement with the contractor for the public works garage, at no additional cost, to finalize driveway paving. Ms. O'Malley made the motion; Mr. Coffey seconded; all in favor; motion carried.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Ms. Kocelko commented on parking next to the stop sign on Hastie. Chief Lane will investigate.

Mr. Warhold discussed the website activity and commended Harry Munson for his work on the borough's website.

Ms. O'Malley questioned the status of the gravel area on the Willow Avenue walkway on Port Authority's property. Mr. Hartswick discussed the area with Keith Wargo of PAT, who will forward the request to their maintenance crew. Mr. Hartswick will follow up with a letter to Port Authority.

Mr. Hartswick asked council to appoint Paul Vietmeier to the position of planning coordinator. Mr. Cheberenchick made the motion; Mr. Carlucci seconded; all in favor; motion carried.
