The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten. Council Member M. Randazzo and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; P. Vietmeier, Codes Official. Police Chief K. Truver was absent.

The minutes of the June 8, 2015 Council Meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Nothing to report.

Public Hearings:
Mr. Hartswick presented Ordinance #899 amending Ordinance #809 to regulate the operation of traffic on McRoberts Road at the intersection of Grove Road. Ms. Kovach opened the public hearing on Ordinance #899. No comments were received. The public hearing was closed. Trans Associates traffic engineers recommended a permanent change so that all vehicles traveling southbound on McRoberts Road are required to make a right turn only at the intersection with Grove Road. Mr. Warhold motioned to adopt Ordinance #899 at its first reading; Ms. O’Malley seconded; all in favor; motion carried.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports

Public Relations/Communications:
Ms. Brannon extended her congratulations to the Keystone Oaks Area Youth Soccer. Three teams played in the PA West Tournament in Edinboro and came home with championships.

Public Works/Building and Grounds:
The asphalt reclaimer machine is being utilized by public works.

A mock Municipal Separate Storm Sewer System (MS4) inspection will be held on Tuesday with Lennon, Smith, Souleret Engineering.

Borough Council was provided with photographs of an area on McRoberts Road where rainwater is undermining the road. Mr. Swisher motioned to declare this area as an emergency situation to allow the manager to take appropriate action to make repairs without waiting for bidding requirements; Ms. Brannon seconded; all in favor; motion carried. Mr. Hartswick plans to provide cost estimates to council.

Public Safety/Fire:
The agenda contained the monthly police reports.

Mr. Swisher approved the check register for June 22nd. Ms. O’Malley motioned to ratify the May treasurer’s report; Mr. Cheberenchick seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Vietmeier reported that many occupancy inspections are being completed for home sales.

Mr. Warhold asked for ten young volunteers on July 11th to plant greenery at the Willow Wall from 9:00 a.m. to noon. Please call 412-885-9200 x100 to volunteer.

Mr. Swisher reported that the board will not be meeting in July or August.

Engineer's Report:

Manager's Report:
Mr. Hartswick reported that a tree on the cul-de-sac of Mary Place has been removed pursuant to Mr. Scheidhauer’s request.

The CD41 Structure Demolitions Application listed three houses for demolition in Castle Shannon, i.e. 903 Arch Avenue, 3190 McRoberts Road and 3465 McRoberts Road. The tentative allocation for the project from DCED is $8,500.00. Since the property at 903 Arch has been sold, it will be removed from the project. Mr. Warhold motioned to proceed with the two demolitions on McRoberts Road; Mr. Swisher seconded; all in favor; motion carried.

Mr. Hartswick presented Resolution #613 adopting the Municipal Separate Storm Sewer System (MS4) Minimum Control Measure Plan. Mr. Swisher motioned to adopt Resolution #613; Mr. Cheberenchick seconded; all in favor; motion carried.

Two waiver requests were received from the Willow Avenue Land Development: Section #607 - Public Improvements Bonding and Section #610 –Developers Agreement for Public Improvements. There are no public improvements associated with this project. Ms. O’Malley motioned to accept the waiver requests upon the borough solicitor’s review of the developer’s agreement and recommendations; Ms. Brannon seconded; all in favor; motion carried.

Mr. Hartswick presented Resolution #614 requesting approval to submit a Multimodel Transportation Fund grant in the amount of $340,782. Mr. Warhold motioned to adopt Resolution #614; Ms. Swisher seconded; all in favor; motion carried.

Mayor's Report:
Nothing to report.

Planning Commission:
Mr. Cheberenchick motioned to approve the Planning Commission minutes of April 20, 2015; Ms. O’Malley seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
A meeting is scheduled for July 8th at 7:30 p.m.

: Ms. O’Malley remarked that a tree is leaning against the former Shannon Hotel property on Willow Avenue. Public Works will be notified to check this out. Mr. Warhold noted that Ms. Gallo has planted flowers in the downtown planters, and Ms. Kovach stated that the flowers are beautiful.
