The following elected officials were present: R. Carlucci; M. Cheberenchick; N. Kovach; J. O'Malley; D. Baumgarten; S. Torris. Council Members P. Coffey, M. Warhold, and R. Zezulewicz were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; D. Ross, Building Official; A. Kocelko, Jr. Council Person. Police Chief H. Lane was absent.

The minutes of the June 11, 2007 council meeting were presented. Ms. O'Malley motioned to approve the minutes; Mr. Carlucci seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting.

Bruce Falgiani¸ 3633 Poplar Avenue - represented many residents who attended the meeting to protest vehicles speeding through the neighborhood. Mr. Falgiani requested stop signs be installed at the intersections of Chestnut/Elm and Locust/Maple to slow traffic. School buses are also speeding and using Elm Street as a short cut. Mr. Hartswick stated that Penndot regulations must be followed for the installation of stop signs. Installation of speed limit signs was discussed. Mayor Baumgarten said that he will discuss signage with Chief Lane and increase police patrols in the area.

Civil Service Commission:

Real Estate Tax Collectors Report:
Ms. Torris presented the June tax collection report: Collections - $21,672.14; Balance - $240,369.64.

Council Committee Reports:

Building and Grounds:
Ms. Kovach noted the minutes of the Memorial Day Committee meeting of June 25, 2007. The Community Day Committee will meet in September for a 2008 event.

Ms. Kovach questioned the status of the Summer Recreation Program. Ms. Miller reported that over 150 children are registered for the program that runs until July 27th. A field trip to the Pittsburgh Zoo is scheduled for July 19th and T-shirts have been purchased for the children and counselors.

Mr. Cheberenchick motioned to ratify the Treasurer's Report; Ms. O'Malley seconded; all in favor; motion carried.

Ms. O'Malley stated that the Library's summer reading program is going well.

Planning and Codes:
Mr. Ross reported that a townhouse development is planned for the former Inverso property.

The May Street Townhome project has restarted.

Some businesses are interested in the store fronts in town. Ms. Kovach questioned piggybacking with Allegheny County for economic development. Mr. Hartswick answered that type of project is contingent upon the state's pending budget.

Public Safety:
Ms. Kovach announced that the traffic concerns on the 4000 block of Willow Avenue have been addressed with a painted white fog line, extending the double yellow line, painting hash mark areas and turning arrows.

Port Authority will move the flashing lights to accommodate the stop signs at the intersection of Baldwin Street/Willow Avenue. The area was measured and marked for the redesign.

Public Works:
The utility issue on Rebecca Street has been resolved. The project should be completed next month.

Lawn restoration for 2007 paving project is being completed.

South Hills Area Council of Governments:
Ms. O'Malley announced the annual SHACOG golf outing is scheduled for July 19th. Castle Shannon will be represented by R. Zezulewicz, M. Cheberenchick, M. Warhold and T. Hartswick.

Police Pension:
The agenda contained the 2006 Financial Statements. Plan assets as of 12/31/06 was $4,086,989 which is a significant increase from prior years.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented Resolution 525 authorizing the borough to enter into a first amendment to the Administrative Consent Order with the Allegheny County Health Department. Mr. Biondo disclosed that he is employed by Allegheny County. Mr. Cheberenchick motioned to adopt Resolution 525, Mr. Carlucci seconded; all in favor; motion carried.

Mayor Baumgarten informally swore in Junior Council Person Aleksandra Kocelko. Ms. Kocelko stated her sister enjoys the Library's Summer Reading Program and attends the Summer Recreation Program at Hamilton Park.

Mayor Baumgarten attended the 100th celebration of the Mt. Lebanon Golf Course. It was interesting to learn that Castle Shannon received one hundred ten acres for the property swap with Mt. Lebanon when the course was designed.

Keystone Oaks:
Nothing to report.

Ms. O'Malley noted a letter regarding trees on the Haas property. Mr. Ross stated that some trees have been cut.

Ms. O'Malley stated the trees on the Castle Ridge property on Baldwin Street need cut. Mr. Ross will address that issue.
