The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. Council Member M. Randazzo was absent. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; P. Vietmeier, Codes Official. Police Chief K. Truver was absent.

The minutes of the June 22, 2015 Council Meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. Kovach took this time to recognize Council Member Michael Warhold, who has worked tirelessly to promote Castle Shannon and has been an ambassador for the borough with local, state and federal officials.

Ms. Kovach introduced Kathy DePuy, Whitehall Borough Council Member and Past President of the Pennsylvania State Association of Boroughs. Ms. DePuy stated that there are 954 boroughs in the state of Pennsylvania with each borough having seven council members. Mr. Warhold has been chosen out of thousands of council members to receive the Pennsylvania State Borough’s Association Councilman of the Year Award for his exemplary work to promote and improve the Borough of Castle Shannon. Mr. Warhold replied that it is nice to be able to work with our neighboring community of Whitehall.

State Representative Dan Miller stated that he enjoys working with the entire group of Castle Shannon officials and is honored to present Mr. Warhold with a citation from the Pennsylvania House of Representatives. Representative Miller listed Mr. Warhold’s accomplishments with Castle Shannon’s Community Day, Castle Shannon Revitalization Corporation, and Shannon Heroes Banner Program. In addition, Mr. Warhold served as a coach for the Castle Shannon Youth Association, and currently serves on the board of directors of Medical Rescue Team South Authority and Allegheny County Boroughs Association. Representative Miller congratulated Mr. Warhold on his PSAB award.

Mr. Keith Wehner from Senator Wayne Fontana’s office presented Mr. Warhold with a citation recognizing Mr. Warhold’s PSAB Councilman of the Year Award. Mr. Warhold’s spirit of giving and dedication has truly improved the lives of others, and his many contributions are worthy of deep gratitude and respect. Mr. Wehner added that Senator Fontana enjoys working with all of the borough’s elected officials and extends his congratulations to Mr. Warhold.

Mayor Baumgarten stated that in his long tenure in government, he has never known anyone in local government in Castle Shannon who has ever done as much as Mr. Warhold. Mayor Baumgarten listed Mr. Warhold’s many accomplishments during his terms as councilman and then read a proclamation naming July 13, 2015 as Michael Warhold day in Castle Shannon. Everyone agreed that Mr. Warhold is extremely deserving of the Councilman of the Year Award.

Mr. Warhold stated that he is honored, humbled and overwhelmed to receive the PSAB award and citations. Mr. Warhold thanked borough council, Mayor Baumgarten and Mr. Hartswick for their support and friendship. In addition, Mr. Warhold thanked the borough administration staff for their assistance, both in the office and for volunteering at various borough events, and the revitalization committee chairmen: Al Bennett – Promotion Committee; Lisa Goodyear – Organization Committee; Nancy Kovach – Economic Restructuring; Debbie Gallo – Clean, Safe and Green; Kevin Brannon and Lt. David Lane – Veterans Affairs; Bill Grand and Marv Levin – Design Committee. Mr. Warhold recognized Greg Ceccatti for his assistance with fundraising and Darlene Vietmeier for organizing the Project Outreach Emergency Medical Supplies (POEMS) program.

In closing, Mr. Warhold introduced his family members attending the meeting and gave credit for his success to his wife, Eileen for her direction and support.

Mayor Baumgarten presented Borough Manager Thomas Hartswick with the Cecil K. Leberknight 10 Year Service Award from the Pennsylvania State Association of Boroughs.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Mr. Swisher motioned to award the 2014 Operation and Maintenance Repair Program bid to Jet Jack Inc.; Ms. O’Malley seconded; all in favor; motion carried.

Public Hearings:
Mr. Cheberenchick motioned to adopt Ordinance #900 – an ordinance to replace the stormwater management section in the Borough’s subdivision ordinance; Mr. Warhold seconded; all in favor; motion carried.

Mr. Warhold motioned to adopt Ordinance #901 – an ordinance to prohibit MS4 discharges; Mr. Swisher seconded; all in favor; motion carried.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris submitted the June collection report: Collections - $164,022.56; Balance - $193,520.49.

Mr. Swisher approved the check register for July 10th. Mr. Warhold motioned to ratify the June treasurer’s report; Mr. Swisher seconded; all in favor; motion carried.

Ms. O’Malley motioned to adopt Resolution #615 authorizing the filing of a proposal for Keystone Communities Designation; Mr. Warhold seconded; all in favor; motion carried.

Mr. Warhold motioned to adopt Resolution #616 requesting a Multimodal Transportation Fund Grant; Mr. Swisher seconded; all in favor; motion carried.
