The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten. Council member V. Smith and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; P. Vietmeier, Codes Official; K. Truver, Police Chief.

The minutes of the July 8, 2013 council meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach temporarily turned the meeting over to Chief Truver, who introduced Police Officer Gary Watkins. Chief Truver listed Officer Watkin’s many accomplishments such as Police Department Range Instructor and Range Master, long-time DARE instructor for the borough’s elementary schools, Tactical Operator and Grenadier for the SHACOG’s Critical Incident Response Team, Certified Municipal Police Officer Education Training Commission Instructor, etc. Officer Watkins passed the written and oral exam for police sergeant and satisfies all of the requirements for the position. Chief Truver asked council to authorize the promotion of Gary Watkins to sergeant as approved by the Civil Service Commission. Ms. O’Malley motioned to approve the promotion; Mr. Cheberenchick seconded; all in favor; motion carried. Mayor Baumgarten gave Sergeant Gary Watkins the official oath of office, and council congratulated Sergeant Watkins on his promotion.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed. Bid Openings:

Public Hearings:

Civil Service Commission:
Ms. O’Malley motioned to appoint William Reffner as an alternate member to the Civil Service Commission; Ms. Brannon seconded; all in favor; motion carried.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Swisher reported that public works will be dismantling the playground equipment at Riehl Park in preparation of new equipment.

Street line painting and hot patch asphalting are being completed on local roadways.

Various window companies have been contacted to repair or replacing the CSYA concession window at the Municipal Center.

The summer recreation program will be wrapping up this week. The borough children enjoyed a great program with games, crafts, water activities and sports.

Public Safety/Fire:
Ms. O’Malley motioned to approve the sale of Car #73 - 2007 Crown Victoria with 92,500 miles to the Chester County Sheriff’s Office for $4,500.00; Ms. Brannon seconded; all in favor; motion carried.

Chief Truver reported that National Night Out is scheduled for August 6th for residents to keep porch lights on, sit out on the front porch, and let criminals know that they are not welcome in our community. Chief Truver’s August message on the website will advise residents to call 911 if they see suspicious people, cars or circumstances any night.

Copies of the 2012 audit were presented to borough council.

Community Activities/Planning & Codes:
Mr. Vietmeier is working with residents on several properties on Grant Street to mitigate code violations in back yards.

Mayor Baumgarten and Mr. Biondo had a short discussion on Ordinance #773 (removing from the borough plan of streets various streets which were laid out but unopened and unused as streets), a.k.a. paper streets.

Mr. Warhold has been working with Debbie Gallo and the Western Pennsylvania Conservancy for a 2014 TreeVitalize Project at Hamilton Park. The next Castle Shannon Revitalization Corporation meeting will be August 14th.

The Castle Shannon Revitalization Corporation will be hosting a Fall Festival chaired by Lisa Goodyear on September 28th from 11:00 a.m. to 4:00 p.m. The event will include arts, crafts, live entertainment, local food vendors, fall decorations with Jim Jenkins, a sheep shearing demonstration, The Birdman, and other children’s activities.

Article deadline for the fall newsletter is October 4th. The committee is hoping to feature Laughlin’s 100th anniversary.

Mayor's Report:
Mayor Baumgarten regretfully reported that the Department of Justice named Pennsylvania as #1 in the distribution of illegal guns.

Planning Commission:
Nothing to report.

Solicitor's Report:
Mr. Biondo advised that several Memorandums of Understanding are being received in reference to Borough Resolution #587 – Feasibility Study Submittal to Allegheny County Health Department for the administrative consent order for multi-municipal points of connections for sewers.
