CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
August 11, 2014

The following elected officials were present: K. Brannon, M. Cheberenchick, J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. Council Members N. Kovach and V. Smith were absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; P. Vietmeier, Codes Official; D. Biondo, Solicitor. Junior Council Member B. Fabbio was absent.

The minutes of the July 28, 2014 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Mr. Hartswick was notified through SHACOG that Cargill, Inc. would not be renewing the rock salt contract; therefore SHACOG advertised this commodity for bids. Cargill, Inc. was the only bid received at a cost of $79.29 per ton. In his letter, Mr. Gorski thoroughly explained the problem with a depleted industry-wide inventory. Mr. Swisher motioned to enter into a contract with Cargill, Inc.; Ms. O’Malley seconded; all in favor; motion carried.

Public Hearings:
Nothing to report.

Civil Service Commission:
The SHACOG joint police entry level testing was held at the Castle Shannon Volunteer Fire Department. Ninety-three candidates passed the physical agility test and took the written test.

Real Estate Tax Collectors Report:
Ms. Torris reported July collections of $47,588.45 with a balance due of $185,334.76. This is a 94% collection rate, which is 2% ahead of this time last year. Ms. Torris suggested that a public posting in the local newspaper of residents with delinquent real estate taxes could encourage these residents to pay.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building & Grounds:
The public works department has received many positive comments from residents regarding a dangerous tree removal, resolving a drainage problem for a resident, stagnant pool removal on Blossom Hill, and continued grass cutting for vacant properties.

Public Safety/Fire:
Chief Truver asked council to approve the hiring of one crossing guard and one substitute. Ms. Brannon motioned to approve the hiring; Mr. Swisher seconded; all in favor; motion carried.

Chief Truver reported on a recent motor carrier truck inspection: 29 truck inspections; 31 violations; 15 citations issued; 5 trucks placed out of service; 2 drivers placed out of service; and a total of $2961 in fines issued. This program is grant funded from the City of Pittsburgh through a federal grant.

The police department is currently running an aggressive driving program through the month of August that is also grant funded.

Finance:
Mr. Swisher approved the August 1st check register and motioned to ratify the July Treasurer’s Report; Mr. Cheberenchick seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Information regarding the 2014 Fall Festival to be held on September 20th was mailed to residents and businesses.

The 4th Annual CSRC Golf Outing will be September 5th at Scenic Valley Golf Club.

The CSRC monthly meeting will be held Wednesday, August 13th. Three proposals have been received for the feasibility study.

Library:
Mr. Swisher motioned to accept the resignation of Taylor Reed-Young as Children’s Librarian; Ms. O’Malley seconded; all in favor; motion carried.

Editorial Board:
Lynn Seiler has been hired to produce the fall newsletter. Articles are due by September 12th.

MRTSA:
Mr. Cheberenchick motioned to donate a surplus 2006 Ford Explorer to Medical Rescue Team South Authority; Ms. O’Malley seconded; all in favor; motion carried.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Nothing to report.

Pennsylvania State Association of Boroughs:

Nothing to report.

Police Pension/Non-Uniformed Pension:

Keystone Oaks:
Ms. Brannon reported that Mr. Arcuri will be returning to his position ars principal of Myrtle Avenue Elementary School. Mr. Werner will be the new principal for Dormont Elementary, and Mr. Kattan has been hired as principal for Keystone Oaks Middle School.

Zoning Hearing Board:
Nothing to report.

Other:
Mr. Warhold announced that the August 25th Borough Council Meeting will be held at the Castle Shannon Fire Hall in recognition of Mayor Donald Baumgarten being named the 2014 Pennsylvania State Mayor of the Year.
