CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
August 24, 2015

The following elected officials were present: M. Cheberenchick; N. Kovach; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Council Members K. Brannon and J. O’Malley and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor. Codes Official P. Vietmeier was absent.


The minutes of the August 10, 2015 Council Meeting were presented. Ms. Randazzo motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:

Council Committee Reports

Public Relations/Communications:

Public Works/Building and Grounds:

Public Safety/Fire:
Ms. Randazzo motioned to approve the hiring of Crystal Nicholls as a substitute crossing guard; Mr. Warhold seconded; all in favor; motion carried.

Chief Truver reported on the SHACOG entry level police testing. The communities of Castle Shannon, Baldwin Borough, Bethel Park, Moon Township, West Mifflin, and Jefferson Hills participated in the testing. Ninety-five applications were received. Seventy-six applicants tested. Sixty-two candidates are viable for hire. Oral interviews are tentatively scheduled for September 30th.

Officer Fleckenstein conducted a truck inspection detail on August 14th with Robinson Township and West Mifflin police officers with the following results: 27 trucks stopped; 26 trucks inspected; 21 violations issued; 8 citations issued; 5 trucks placed out of service; 1 driver placed out of service; and 1 arrest for altered PennDOT documents. Fines issued total $1,850.00. Truck inspection details are funded through a traffic safety grant by the City of Pittsburgh.

Finance:

Community Activities/Planning & Codes:
The CSRC Fall Festival will take place on September 19th from 11:00 a.m. to 3:00 p.m. on Willow Avenue. Jim Jenkins Farm Market, food vendors and children’s events are planned.

The CSRC Golf Outing is planned for September 25th. Many foursomes are registered and additional tee sponsorships are being received this year.

Mr. Warhold will be meeting with Johnny Angel to make plans for a CSRC fundraising concert on October 27th at the Linden Grove. The CSRC is seeking volunteers for the committee. Some of the best performers in the Pittsburgh area will be participating in the event.

Library:
The board will resume monthly meetings in September.

Editorial Board:
Newsletter article deadline is September 21st.

MRTSA:

Allegheny County Boroughs Association:
Annual conference is September 25th.

Allegheny League of Municipalities:

Manager's Report:
Official notification was received that the Pennsylvania Department of Environmental Protection has approved the borough’s Correction Action Plan for 2015/2016 and tap allocation request.

The community development block grant application was received for a CD Year 42 demolition project. Mr. Hartswick will discuss possible properties with Mr. Vietmeier.

Mayor's Report:

Planning Commission:
Nothing to report.

Solicitor's Report:
Mr. Biondo reviewed the Turnkey Taxes agreement and recommended an expiration date be included in the contract.

Keystone Oaks:
A recommendation was received by Mr. Hagy for a junior council person. The application will be forthcoming and presented to council for review. Ms. Randazzo discussed the newly hired employees of Keystone Oaks.

Zoning Hearing Board:
The board will be meeting on September 8th to review A.R. Builders’ variance requests for Castle Courts.

Other:
Mr. Warhold noted that State Representative Dan Miller will be hosting a Castle Shannon Townhall meeting at the library on Wednesday, August 26th at 7:00 p.m.

Mr. Warhold stated it is very disheartening that transit riders are throwing cigarette butts into the mulch in the newly planted Willow Green Wall. The Castle Shannon Volunteer Fire Department responded to three fires that were started at that location in the last two weeks. Borough officials are meeting with Port Authority representatives to try to resolve this issue.

Mr. Swisher questioned if the hiring of police officers was exclusive to SHACOG applicants since Allegheny County recently conducted police testing. Chief Truver answered that by utilizing SHACOG as the administrator for testing, all costs (advertising, mailings and testing) are divided among participating agencies, thereby reducing the borough’s costs; however the borough is not locked into only hiring from this program.
