Council President Regis Zezulewicz called for a moment of silence for the victims of the September 11, 2001 terrorist attacks.
The minutes of the August 14, 2006 council meeting were presented. Mr. Coffey motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.
Mr. Zezulewicz opened the public comment section of the meeting.
Rick Mazzarini, 3751 Grant Street - stated the Castle Shannon Youth Association appreciated the borough's cooperation in maintaining and dragging the ball fields for the youth of the community.

Real Estate Tax Collectors Report: Ms. Torris reported August collections of $57,044.05, leaving an adjusted balance due of $114,313.54, which is a 95% collection rate.

Building and Grounds: Nothing to report.
Mr. Carlucci motioned to ratify the August Treasurer's report; Ms. O'Malley seconded; all in favor; motion carried.
Ms. O'Malley announced the resignation of library director, Anne New effective October 16th.
Planning and Codes:
Mr. Zezulewicz noted that a truck is parking on McRoberts Road in the grass. Mr. Ross will investigate.
Mr. Carlucci questioned if any work has been completed by Mr. Fornear at 1300 Martha Street. Mr. Ross stated his current building permit will expire soon. Mr. Fornear did submit architectural drawings, and lumber was purchased, however there has been no building activity at the property. A notice of condemnation will be sent when the current permit expires.
Public Safety: Nothing to report.
Public Works: The department has received the 2007 Ford F450 Truck.
Editorial Board: Articles must be submitted by October 1st.

Mr. Hartswick presented Resolution 517 to authorize the appropriate borough officials to execute the necessary documents related to the Highway Occupancy Permit. Mr. Carlucci motioned to adopt Resolution 517; Mr. Coffey seconded; all in favor; motion carried.
Mr. Hartswick requested council approve the sale of two surplus police vehicles, a 2001 Ford Crown Victoria and a 2003 Ford Crown Victoria. Mr. Carlucci motioned to authorize the sale; Ms. O'Malley seconded; all in favor; motion carried.
Two 2007 Ford Crown Victoria vehicles were received in August and purchased through a deferred payment plan at 2006 prices through the SHACOG cooperative purchasing program.
Mayor: Mayor Baumgarten questioned if borough council would like to pursue the appointment of a junior council person for the 2006-2007 school year. Principal Scott Hagy will be contacted to seek a candidate

Ms. O'Malley discussed the Baldwin Street/Willow Avenue intersection with David Calabria. While the Port Authority is working on the area, it may be a good time to make changes. Chief Lane should contact David Calabria.
Ms. O'Malley reported on the grand opening of The First Commonwealth Bank. The bank representatives referred to the bank as being in Mt. Lebanon, and Ms. O'Malley informed the manager that the bank is actually located in Castle Shannon.
Mr. Carlucci noted that the lot by St. Annes was sold, and is now for sale again. Mr. Ross answered that it was sold to Mr. and Mrs. Mark Heinauer, who purchased the lot for resale. Mayor Baumgarten stated the front walk needs cleared of weeds and ivy.
Mr. Coffey suggested the borough consider the purchase of a trailer mounted weed sprayer system to save Public Works time and man hours on cutting weeds and grass at berms and guardrails. Mr. Hartswick will obtain pricing.
Mr. Coffey added the Barker's Plaza intersection is an eyesore and has many weeds that need cut. Mr. Carlucci noted an abandoned car on the property across the street. Mr. Ross stated the property is owned by Penndot, and he will make the appropriate contacts.
