The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey; J. O'Malley; M. Warhold; R. Zezulewicz; D. Baumgarten. Council Member N. Kovach and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; H. Lane, Police Chief; P. Vietmeier, Codes Official.

The minutes of the September 8, 2008 council meeting were presented. Mr. Coffey motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Mr. Zezulewicz officially opened the public comment section of the meeting. Being none, Mr. Zezulewicz closed the public comment section.

Bid Openings:
Mr. Hartswick presented one bid for $250.00 for surplus sewer flow monitoring equipment. Mr. Cheberenchick motioned to accept the bid; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Hartswick presented two bids for a 2000 Ford Crown Victoria surplus police car. Mr. Cheberenchick motioned to award the bid to James Sokol for $758.00; Ms. O'Malley seconded; all in favor; motion carried.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Building and Grounds:
Mr. Warhold discussed increasing the maximum fine for two hour parking to $50.00. Mayor Baumgarten and Mr. Warhold will discuss increasing the fine with District Justice David Barton. Item tabled for next meeting.

Mr. Warhold discussed the option of keeping the parks open until the end of October for pavilion rentals. Council will review this issue again next spring.

Mr. Cheberenchick motioned to ratify the August treasurer's report; Ms. O'Malley seconded; all in favor; motion carried.

Ms. O'Malley discussed the recent reorganization of the Friends of the Library group that supplies funding for children's programming at the library.

Planning and Codes:
Mr. Vietmeier is working with borough residents to fix structural deficiencies on many homes.

The building at 957 Castle Shannon Boulevard has been purchased and will be renovated.

Mr. Carlucci observed renovations being completed at 325 Mt. Lebanon Boulevard.

Mr. Coffey discussed fire pits in the borough and questioned the burning requirements and limitations. Mr. Vietmeier will investigate this matter and report to council.

Mr. Zezulewicz questioned the water buffalo on Route 88. Mr. Vietmeier answered that PAWC placed the equipment on Route 88 during water line construction.

Public Safety:
Chief Lane discussed the Columbia gas line installation on Grove Road.

The stop signs on Willow Avenue and Baldwin Street have passed the time line for temporary placement and could be included into the traffic ordinance. Mr. Biondo will draft the amendment to the ordinance.

Public Works:
Nothing to report.

Editorial Board:
Mr. Zezulewicz reported that articles are due for the winter newsletter.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Ms. O'Malley reported good governmental cooperation with police departments on the tactical team program.

Solid waste collection bids will be opened on October 3rd.

Mr. Coffey discussed the rock salt contract. The borough has exercised the first year option of the three year agreement. The borough has pre-ordered salt at $45 per ton and is at 100% capacity at this time. The next order of salt will include increased pricing with an escalation charge.

Police Pension:
The agenda contained the 12/31/07 financial statements.

Earned Income Tax Collector's Report:
The agenda contained the August distribution analysis.

Engineer's Report:
Mr. Jason Stanton of Lennon, Smith, Souleret Engineering presented four scenarios for the ACO Water Shed III Bids for sewer repairs. Council debated the base bids, add alternates, options and costs. Full width paving versus in trench restoration was discussed. Council determined that they would undertake Option B. Mr. Coffey motioned to award Contract 08-S1 to Insight Pipe Contracting for $460,980; Mr. Carlucci seconded; all in favor; motion carried. Mr. Coffey motioned to award Contract 08-S2 to Soli Construction for $295,950; Mr. Carlucci seconded; all in favor; motion carried.

Manager's Report:
Mr. Hartswick presented a request from the Keystone Oaks Gridiron Club to purchase a $100.00 advertisement. Mr. Cheberenchick motioned to place the ad; Mr. Carlucci seconded; all in favor; motion carried.

Mayor Baumgarten discussed funding for the Grove Road Bridge. The state IDP program is providing $450,000, and an Allegheny County Community Development Block Grant was submitted for $360,000. The balance of the project will be funded by the borough. In addition, Allegheny County has submitted a federal application to the Appalachian Regional Commission for $360,000. Mr. Warhold motioned to authorize the engineer to prepare specifications for the bridge project; Ms. O'Malley seconded; all in favor; motion carried.
