The following elected officials were present: M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; D. Baumgarten. Council members K. Brannon, V. Smith, M. Warhold and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; P. Vietmeier, Codes Official; K. Truver, Police Chief.

The minutes of the September 9, 2013 council meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the council meeting. Being none, the public comment section was closed. Bid Openings:
Mr. Cheberenchick motioned to award the bid for the CD 39 demolition contract to A.W. McNabb for $11,200 for the demolition of 923 Ulrich Avenue and 1261 Hamilton Road; Ms. O’Malley seconded; all in favor; motion carried. The CD 39 contract was advertised and will be administered through the South Hills Area Council of Governments.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Swisher reported that the Castle Shannon Revitalization Corporation’s golf outing was a great fund raising success. Mr. Hartswick added that one hundred twenty golfers participated.

Public Safety/Fire:
Chief Truver reported on the joint police applicant testing results through the South Hills Area Council of Government. Thirty-seven applicants passed the test and fifteen will be interviewed in October.

Community Activities/Planning & Codes:
Mr. Vietmeier reported that an architect has contacted him regarding the possibility of opening a jewelry store at the former Pizza Hut location on Castle Shannon Boulevard.

Owners have applied for a change of use from business to retail to open an antique consignment shop at 3744 Willow Avenue.

The Castle Shannon Revitalization Corporation has planned a Fall Festival fund raiser for Saturday, September 28th from 11:00 a.m. to 4:00 p.m. Over twenty vendors will participate.

Ms. O’Malley announced that the Library Board has an open seat for interested residents.

Editorial Board:
Article deadline for the winter newsletter is October 4th.

Mayor Baumgarten reported that MRTSA rates will be increased by $5.00.

Mayor Baumgarten discussed the funding problems of 911 centers. The increased use of cell phones is lowering funds received by 911 centers to fund their operations. Land line 911 fees collected on telephone bills are forwarded to the county, while cell phone 911 fees are submitted to the state. .

Municipal Associations:

Allegheny County Boroughs Association:

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
The monthly board meeting was hosted by Baldwin Township, and twenty board members attended.

Police Pension:
Mr. Hartswick presented the 2014 Minimum Municipal Obligation for the police pension.

Non-Uniformed Pension:
Mr. Hartswick also presented the 2014 Minimum Municipal Obligation for the non-uniformed pension.

Engineer's Report:
Nothing to report.

Junior Council Person:
The board is still seeking a candidate for the Junior Council Person position. Ms. O’Malley suggested contacting Seton La-Salle if a Keystone Oaks student is not available. Earned Income Tax:
Mr. Hartswick presented an agreement between Castle Shannon Borough and the Southwestern Allegheny County Tax Collection District for data authorizations. Mr. Cheberenchick motioned to authorize the appropriate officials to enter into an agreement and appoint Thomas Hartswick and Loretta Miller as authorized personnel to review the data; Ms. O’Malley seconded; all in favor; motion carried.

Manager's Report:
The Shannon Station Part II permit information has been submitted, however additional information was requested that will be forwarded this week.

Planning Commission:
The agenda contained the minutes of the August 19, 2013 meeting.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Cheberenchick questioned if the additional information requested for the Shannon Station project will delay the project. Mayor Baumgarten answered that it appears that once the new information is submitted, the approval should be forthcoming. Ground breaking is tentatively scheduled for December.
