The following elected officials were present: K. Brannon; T. Kirsch; N. Kovach; W. Oates; M. Randazzo; D. Swisher; D. Baumgarten and S. Torris. Council Member M. Warhold was absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official; Junior Council Member, K. Kocelko.

The minutes of the December 14, 2015 Council Meeting and January 4, 2016 Reorganization Meeting were presented. Ms. Brannon motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Nothing to report.

Public Hearings:

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported collections of $31,996.32 for December with a total of balance due $93,750.32. An additional $10,000 was collected in January. Collections are at 97%. Final report for exoneration is being prepared.

Council Committee Reports:

Public Relations/Communications:
Castle Shannon has received the Keystone Communities Designation from the Pennsylvania Department of Economic Development. This designation may provide priority funding for DCED programs when the state budget is passed.

Public Works/Building and Grounds:
Nothing to report.

Public Safety/Fire:
The agenda contained the December reports.

Mr. Swisher approved the check registers for December 30th and January 5th.

Community Activities/Planning & Codes:
A Community Day meeting is scheduled for Wednesday, January 13th in addition to a Castle Shannon Revitalization Meeting.

The Quick Clean building on Castle Shannon Boulevard has been sold to Ken McCarrell from the Shannon Shops. His notary business will be opening in February.

Ms. Randazzo gave a report on library activities. The board will be revising the by-laws and mission statement. Financially, the state aid for 2016 has increased 1.8%, and the Jack Buncher Foundation has provided a $3,000 grant to every library in Allegheny County.

A Keurig machine was purchased for staff, and police officers are invited to stop in the library for coffee when out on patrol.

Several meetings are scheduled. A south region meeting is scheduled at the Upper St. Clair Library on January 19th. The first ACLA general membership meeting will be in March at the Whitehall public library. Ms. Myrah will attend a workshop on Crowdfunding Best Practices. Staff CPR training will be held on January 15th.

The library board is seeking a new member. Interested residents should apply at the library.

Fundraising programs have resulted in 38 Enjoy book sales and income of $360.00 on the American Girl doll raffle. The current winter raffle basket includes teas, hot chocolate and gift cards to Starbucks and Barnes & Noble with a drawing on March 7th.

Unfortunately, the Tribune Review has discontinued delivery to this area, including the library.

Allegheny County Boroughs Association:
The annual banquet will be held February 6th.

Allegheny League of Municipalities:

South Hills Area Council of Governments:
Nothing to report.

Police Pension/Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Ms. Kocelko stated the spring musical will be My Favorite Year, and Ms. Kocelko will be participating.

The symphonic band was asked to return to the Allegheny County Courthouse to play selections during the holiday season. The performance is then broadcasted by speakers throughout the downtown area.

Engineer's Report:
Nothing to report.

Earned Income Tax:
Nothing to report.

Manager's Report:
In preparation for Community Day, Mr. Hartswick has submitted a request for the Allegheny County Showmobile, completed the Pyrotechnico contract and mailed donation request letters to the main sponsors.

Mr. Hartswick has been working with Ray DeLallo, Supervisor of Public Works, and Ms. Kovach to select roads for the 2016 Road Improvement Program. Cost estimates will be prepared by Lennon, Smith, Souleret Engineering.

Mayor's Report:

Planning Commission:
Ms. Brannon motioned to accept the planning commission’s recommendations as listed in their minutes of November 16, 2015 for a shed for Keystone Oaks School District and project approval for Mindful Brewing Co. LCC; Mr. Swisher seconded; all in favor; motion carried.

Ms. Randazzo motioned to re-appoint Russell McKibben and Vance Kochenderfer to four-year positions on the Planning Commission; Ms. Brannon seconded; all in favor; motion carried. Council wished to thank Bill Nedzesky and Joe Cordier for their many years of service on this board.

Zoning Hearing Board:

Ms. Kovach announced the following committee appointments for 2016:

The following board appointments were made: SHACOG Board of Directors – Timothy Kirsch and alternate Nancy Kovach; and Allegheny League of Municipalities Board – Nancy Kovach and alternate Michael Warhold.

Ms. Brannon stated that the Facebook page is up to 870 likes and commended Christina Morrow for her updating of the page.
