Mayor Baumgarten introduced District Justice David Barton. Judge Barton stated that it was an honor to be present at this meeting to administer the oath of office to the newly elected and re-elected council members. Judge Barton discussed how local governments must adhere to budgetary deadlines and how council members are the most accessible level of government for residents.
Judge Barton proceeded to give the oath of office to Council Members Nancy Kovach, William Oates, Timothy Kirsch and Marian Randazzo.
Mayor Baumgarten opened the reorganization meeting of January 4, 2016.
The following elected officials were present: Council Members: K. Brannon, T. Kirsch, N. Kovach, W. Oates, M. Randazzo, D. Swisher, D. Baumgarten. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; P. Vietmeier, Building Official.
Mayor Baumgarten welcomed the newly elected and re-elected officials to Borough Council, and stated that 2015 was a great year for Castle Shannon. Many housing projects are underway with several still to come that will improve our tax base. Mayor Baumgarten thanked Mr. Hartswick for his undying efforts in making these developments possible through his rapport with the borough engineers and project developers.
Mayor Baumgarten declared the next order of business is the election of Council President for the next two years. Mr. Swisher nominated Ms. Kovach; Mr. Kirsch seconded. Being no further nominations, Mr. Baumgarten requested the Borough Manager cast a unanimous vote for Nancy Kovach as President of Council.
Ms. Kovach announced that the election of office for Vice President of Council for the next two years is open for nominations. Ms. Brannon nominated Michael Warhold; Ms. Kovach seconded. Being no further nominations, Ms. Kovach requested the Borough Manager cast a unanimous vote for Michael Warhold as Vice President of Council.
Mr. Swisher motioned to approve the borough managerís employment contract from January 1, 2016 to December 31, 2017 with noted changes; Ms. Randazzo seconded; all in favor; motion carried.
Ms. Brannon motioned to ratify approval of CD41 Structural Demolition Contract for 3190 McRoberts Road by Allen Demolition for $7,800 that was bid through SHACOG; Ms. Randazzo seconded; all in favor; motion carried. The final estimated cost of the project is $8,500. Excess funds would be returned to the county.
Ms. Randazzo motioned to appoint Lennon, Smith, Souleret Engineering Inc. as the borough engineers; Ms. Brannon seconded; all in favor; motion carried.
Ms. Brannon motioned to adjourn the reorganization meeting; Mr. Swisher seconded; all in favor; motion carried.
