The following elected officials were present: M. Heckmann; T. Kirsch; N. Kovach; W. Oates; M. Randazzo; D. Swisher; D. Baumgarten; S. Torris. Council Member M. Warhold was absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official; N. Mastandrea, Junior Council Member.

The minutes of the December 12, 2016 Council Meeting were presented. Mr. Kirsch motioned to approve the minutes; Mr. Oates seconded; all in favor; motion carried.

Ms. Kovach noted that a resident listed the fire department’s park and ride cost at $5.00 per day in the October 10, 2016 minutes. The correct daily rate is $4.00.

Ms. Kovach officially opened the public comment section of the meeting. Being none; the public comment section was closed.

Bid Openings:
Mr. Swisher motioned for retroactive approval for a change order of $1,121.27 to Allegheny City for the municipal center generator replacement project. Ms. Randazzo seconded; all in favor; motion carried.

Mr. Heckmann motioned for retroactive approval to reject CD Year 42 demolition bids for 3415 Poplar Avenue due to incorrect bid specifications. Mr. Swisher seconded; all in favor; motion carried.

Ms. Randazzo motioned to approve the purchase of two police vehicles (a 2017 Utility Interceptor and 2017 Taurus Interceptor) through the SHACOG Purchasing Alliance. Mr. Heckmann seconded; all in favor; motion carried.

Public Hearings:
Ms. Kovach presented Ordinance #908 regulating the operating of motor vehicles and traffic, and establishing locations where parking is limited to a specified amount of time on Library Road (Route 88). The public hearing was opened. No comments were received; therefore the public hearing was closed. Mr. Kirsch motioned to adopt Ordinance #908 at its first hearing. Mr. Oates seconded; all in favor; motion carried.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported December collections of $31,595.42, leaving a balance of $87,095.64. An additional $15,000 was collected in January. Collections remain at 97% of taxes due for the year 2016.

Council Committee Reports:

Public Relations/Communications:
Nothing to report.

Public Works:
Public Works has removed and stored the Christmas décor from the business district.

The two new hires, Ryan Fawcett and Patrick Brannon, are working out well. Both have completed their probationary period.

The public works department has approved the terms for a one year collective bargaining agreement. The agreement is being finalized for council’s approval on January 23rd.

Building and Grounds:
Nothing to report. Public Safety/Fire:
Ms. Randazzo motioned to authorize the appropriate official to execute the online Equitable Sharing Agreement and Certification between Castle Shannon Borough and the Department of Justice. Mr. Heckmann seconded; all in favor; motion carried.

Sergeant Joseph Caruso will be retiring February 7th, and he will be recognized at the January 23rd meeting for his service to Castle Shannon Borough.

Sergeant David Lane has been elected as president of the FBI National Academy Associates Western PA Chapter.

Mayor Baumgarten stated that Chief Ken Truver will be sworn in on February 9th as president of the Allegheny County Chiefs of Police Association.

Mr. Swisher approved the check registers for December 9th, December 19th, and January 9th.

Community Activities/Planning & Codes:
Ed Larson has agreed to chair the Community Day Committee. The initial meeting will be held in January.

Ms. Kovach stated that Larry Woods, a presenter for the Heinz History Center, will be keynote speaker for Memorial Day.

The Zoning Hearing Board will be meeting on January 12th at 7:00 p.m. for Walls, Floors and More parking lot displays.

A conditional use hearing for a dog grooming business in Stoner Center will be presented to the Planning Commission on January 16th.

Planet Fitness has opened in Lebanon Shops.

Mindful Brewing will be opening this month.

The monthly board meeting was postponed due to inclement weather to January 12th.

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Ms. Kovach will attend the bi-annual legislative reception on January 19th.

Pennsylvania State Association of Boroughs:
Nothing to report.

South Hills Area Council of Governments:
Nothing to report.

Police Pension/Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Mr. Mastandrea stated that Keystone Oaks hosted a Salvation Army Teddy Bear Holiday Party that provided 75 teddy bears to local children. Donations were provided by various staff members, students and clubs.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick was pleased to announce that Castle Shannon Borough was selected as a winner for the 2017 Governor’s Awards for Local Government Excellence for promoting community/economic revitalization.

Mr. Kirsch motioned to renew the borough fence sign for $400 for the CSYA 2017-2018 season and donate $500 to the financial aid partnership for disadvantaged children. Mr. Swisher seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten announced that Jefferson Hospital is seeking a resident to serve on the Community Health Council.

Port Authority plans to post a notice this month at their parking lot giving people 60 days until the no parking restrictions go into effect for the Shannon Transit Village project. LRT riders will be directed to park at South Hills Village.

Planning Commission:
Nothing to report.

Solicitor's Report:
Ray Lackner has filed an appeal for a denied right-to-know request, and Mr. Biondo has responded to the appeal.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Council was presented with a CD on the overview of the flood plain committee actions.
