The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; D. Swisher; D. Baumgarten; S. Torris. Council Members V. Smith, M. Warhold J. O’Malley were absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor.

The minutes of the September 24, 2012 council meeting were presented. Ms. Brannon motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting. Being none; the public comment section was closed.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported collections of $9348.17 for the month of September with a balance of $174,541.76 to be collected.

Council Committee Reports

Public Relations/Communications – Ms. Brannon reported that the borough’s Facebook page has sixty-one “likes” and that updated information is being posted regularly.

To keep residents informed of current events, Chief Truver sends announcements to Mr. Arcuri, Principal of Myrtle Avenue Elementary School, and Mr. Arcuri in turn distributes the information via e-mails to parents. This program would work well with the middle and high school principals.

Public Works/ Building and Grounds:
Mr. Swisher reported public works had been addressing the ponding issues on the Municipal Center infield by building up curbing.

Myrtle Avenue Elementary School’s third grade will have their annual field trip on October 17th at 9:00 a.m. to tour the Municipal Center, fire department and MRTSA. The students plan to have lunch at Hamilton Park, weather permitting.

The last day for Hamilton Park rentals is October 20th. Beginning November 1st residents may apply for 2013 park rentals. Ms. Kovach noted that the parks were well utilized for the season.

Exterior/interior renovation plans for the municipal center are nearly complete.

Public Safety/Fire:
Chief Truver announced that Castle Shannon is the first Pennsylvania city to have a Next Door City-Wide master account to provide announcements to each of the five Next Door Neighborhood sections of the borough.

Two police officers with patrol cars will attend the funeral of Blake Coble, a state trooper who was killed in the line of duty last week when a tractor trailer crashed into his patrol car.

Mr. Cheberenchick motioned to ratify the September treasurer’s report; Mr. Swisher seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Vietmeier reported that Ernie’s Roadside will open on Route 88 to sell hot dogs and ice cream.

OPA Restaurant on Grove Road is under new ownership.

The landscaping at #1 Cochran is very nice, and fencing has been installed as a safety factor.

Ms. Kovach discussed with District Judge Barton the possibility of expediting Castle Shannon’s code violation cases to eliminate lengthy postponements.

The Friends of the Library Flea Market is scheduled for October 13th.

The Halloween parade is scheduled for October 28th.

Editorial Board:

Subscription cards will be mailed this month. The subscription rates remain unchanged; however ambulance trip rates have increased.

Police Pension:
Nothing to report.

Junior Council Person:
Mr. Hartswick noted that Makenzie Kunig was selected as a KDKA Extra Effort Award Winner. Ms. Brannon added that Makenzie was also named homecoming princess this month.

Earned Income Tax Collector's Report:
The agenda contained the September Berkheimer distribution report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented Resolution #581 to participate in the 2013 joint bid for a contract for solid waste collection administered by SHACOG. Mr. Cheberenchick motioned to adopt Resolution #581; Ms. Brannon seconded; all in favor; motion carried.

Mayor's Report:

Planning Commission:
Nothing to report.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Ms. Brannon announced that Keystone Oaks will hold open budget meetings at 9:30 a.m. and 6:30 p.m. on October 10th at the high school auditorium.

Zoning Hearing Board:
Nothing to report.

Ms. Brannon discussed the APPRISE program that provides one on one assistance for seniors that need help with Medicare, Medicaid and other health care questions. The sessions will be held at various Allegheny County locations in October, November and December. Senior citizens or care-givers can make an appointment by calling 412-661-1438.

Ms. Kovach attended a building security seminar given by Steven Zappalla, District Attorney of Allegheny County, and discussed the borough’s security system and emergency exit plans.
