The following appointed officials were present: T. Hartswick, Manager; H. Lane, Police Chief; D. Biondo, Solicitor.
The minutes of the September 26, 2005 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.
Mr. Zezulewicz officially opened the public comment section of the meeting.
Rick Mazzarini - Member of the Castle Shannon Youth Association and future board member stated that CSYA would like to have a representative attend each public council meeting. Mr. Zezulewicz stated that with the change over of CSYA board members, it is imperative to keep the flow of communication open. A meeting with the new CSYA board and Borough Council will be scheduled next spring.
Mr. Zezulewicz officially closed the public comment section of the meeting.
Bid Openings: Mr. Hartswick presented two bids for the 1990 RAM Sewer Jet Cleaner - Weavertown Environmental Group - $5,000 and Tri-State Maintenance - $3,100. Mr. Coffey motion to award the bid to Weavertown Environmental Group for $5,000; Mr. Warhold seconded; all in favor; motion carried.
Public Hearings: Nothing to report.
Civil Service Commission: Nothing to report.
Real Estate Tax Collectors Report: Ms. Torris reported collections of $4,951.17; assessment increases of $630.29; and a balance due of $128,001.58. Ms. Torris also reported that an additional $10,000 was collected in October.
Council Committee Reports:
Building and Grounds: - Mr. Zezulewicz asked about use of the ball field at the Municipal Center. Mr. Mazzarini answered that 7-8 year old baseball has two weeks left in their schedule. Mr. Mazzarini also stated that the public works department drags the field twice a week to keep the field in good shape.
Finance: Mr. Cheberenchick motioned to ratify the Treasurers' Report; Mr. Carlucci seconded; all in favor; motion carried. Mr. Zezulewicz noted a budget meeting is scheduled for October 14th. Council had a brief discussion on the fluctuating assessment figures for 2006 due to the various county assessment plans.
Library: Ms. O'Malley announced the Friends of the Library are sponsoring a flea market on October 15th. A seminar is scheduled for senior citizens on money management. The Halloween parade is scheduled for October 30th at 2:00 p.m.
Mr. Coffey motioned to donate $150.00 to the Castle Shannon Library for the Halloween parade and party; Mr. Cheberenchick seconded; all in favor; motion carried.
Planning and Codes: The agenda contained the September building permit report.
Public Safety: Nothing to report.
Public Works: Mr. Coffey reported that Ray DeLallo should be returning to work October 17th. Mr. Coffey questioned if the sewer jetter was sold "as is". Mr. Hartswick confirmed that is was.
Editorial Board: Mr. Zezulewicz announced that newsletter article deadline is today, October 10th

Allegheny County Boroughs Association: Nothing to report.
Allegheny League of Municipalities: Nothing to report.
South Hills Area Council of Governments: Nothing to report.
Police Pension: Nothing to report.

Manager's Report: Mr. Hartswick stated the borough received information for a junior councilperson for 2006. Mr. Cheberenchick motioned to appoint Lauren L. Pusateri as Junior Councilperson for 2006; Mr. Coffey seconded; all in favor; motion carried.
Mr. Hartswick presented a request to purchase an ad from the Keystone Oaks Boys' Basketball Boosters. Ms. O'Malley motioned to approve a ½ page ad for $100.00; Mr. Coffey seconded; all in favor; motion carried.
Mayor: Nothing to report.
Planning Commission Report: Nothing to report.
Solicitor's Report: Nothing to report.
Keystone Oaks: Nothing to report.
Zoning Hearing Board: Nothing to report.
Other: Ms. O'Malley reported an unlicensed, unregistered vehicle parked in the alley off Bockstoce and Willow Avenue. Mr. Ross will investigate.
Ms. O'Malley questioned the property at Havlock and Library Road across from Pruni Auto. Mr. Ross stated the building is owned by Bernardo Katz. Telephone calls to Mr. Katz have gone unanswered. The business section of the building is vacant, and the building will have to be brought up to code if a new tenant enters.
Mr. Carlucci noted that garbage has been set out at 1264 Grove Road earlier than permitted by borough ordinance. Mr. Ross has contacted the owner.
Mr. Cheberenchick was pleased to report that the Barker property on Library Road has been cleared of trucks and weeds.
