CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
October 11, 2010

The following elected officials were present: M. Cheberenchick; N. Kovach; J. O’Malley; G. Orr; V. Smith; M. Warhold; D. Baumgarten; S. Torris. Council President R. Zezulewicz was absent. The following appointed officials were present: D. Biondo, Solicitor; T. Hartswick, Manager; and K. Truver, Police Chief; P. Vietmeier, Codes Official.

The minutes of the September 27, 2010 council meeting were presented. Mr. Orr motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting.

Charles Hesselman, 3408 Lockridge Road – had several issues to discuss with borough council. Mr. Hesselman stated that council chambers should have a loud speaker system.

Mr. Hesselman had objections to people trespassing onto his property to go through his rubbish before collection day.

Mr. Hesselman stated that vehicles do not stop at the stop sign on Middleboro and Orr Drive and people do not obey the no-parking signs. Mr. Warhold noted that a police officer was posted at that stop sign this evening.

Mr. Hesselman referred to a winter storm from last year and stated that public works did not salt the level part of the street where he resides. Mr. Hartswick explained that the intersections are taken care of first. Ms. Kovach invited Mr. Hesselman to call the borough office if this should occur again.

Mr. Hesselman added that he believes the borough should have four policemen on each shift.

Civil Service Commission:

Real Estate Tax Collectors Report:
Ms. Torris reported September collections of $4,368.46 with a balance due of $130,360.42.

Council Committee Reports

Building and Grounds:
Ms. Kovach noted that security cameras have been installed at Hamilton Park.

Finance:
Mr. Hartswick is preparing the 2011 budget.

Library:
Nothing to report.

Planning and Codes:
Mr. Warhold reported Mr. Vietmeier has sent twenty citations on a property on Ulrich Street. A hearing is scheduled at common pleas court on December 14th.

A property on Pine Avenue will be purchased “as is” with the new owners agreement to bring the property up to code.

The former Moses Market building will be purchased.

Mr. Warhold, Mayor Baumgarten and Mr. Hartswick will attend the Smart Growth Conference at the convention center.

Public Safety:
Ms. O’Malley announced that on October 22nd, Officer Brian McKeown will be awarded an Amen Corner award for his investigations in drug enforcement.

Sergeant David Lane has been invited to attend the 245th session of the National FBI academy.

Penndot is making progress with tree trimming on Route 88. A large dangerous tree at Shady Run has been removed.

Public Works:
Ms. Kovach reported that Robert Ausman started working October 11th.

Editorial Board:
Article deadline is October 15th.

MRTSA:
Nothing to report.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
The next meeting is scheduled for October 21st in Pleasant Hills.

Police Pension:
Nothing to report.

Junior Council Person:
Nothing to report.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Nothing to report.

Mayor:
Mayor Baumgarten requested that a copy of the final report of the Keystone Oaks Task Force be attached to this evening’s minutes.

A stainless steel traffic mirror has been installed by St. Francis Academy at McRoberts Road and Grove Road to enable drivers to have better line of sight at this intersection. A “Beware of Cross Traffic” sign was also installed.

Mayor Baumgarten stated that Chief Truver has been working with the railroad representatives and a trustee from the Guttman property to have dead trees removed from high traffic areas.

Planning Commission Report:
The agenda contained minutes from the August 16, 2010 and September 20, 2010 meetings. A recommendation for a day care center at 3421 Library Road will require council’s action in the near future.

Solicitor's Report:
Mr. Biondo stated that an ordinance restricting the placement of dumpsters on borough streets will be advertised for council’s consideration at the October 25th meeting.

Keystone Oaks:
On October 21, 2010 the Keystone Oaks School Board will have some discussion on the status of Myrtle and Aiken elementary schools.

Ms. Kovach thanked Mr. Warhold and Mayor Baumgarten for their efforts and service on the task force.

Zoning Hearing Board:
Mr. Vietmeier stated that a hearing has been scheduled for a variance from the owners of Aruba Tan to sell used cars in their parking lot.

Other:
Ms. O’Malley requested that the welcome banners on the borough streets be removed when the soldier banners are on display.

Ms. Kovach suggested that the public works may wish to purchase a used bucket truck, and suggested the purchase of a bucket lift with a trailer instead.

Mr. Warhold noted that Murrysville had a wonderful tribute to a veteran with 1,000 flags draped along Route 22/30.
