The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. The following appointed officials were present: K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official. Borough Manager T. Hartswick and Junior Council Representative K. Kocelko were absent.

The minutes of the September 28, 2015 Council Meeting were presented. Ms. Randazzo motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Chief Truver thanked Ms. Miller for participating in the police candidate oral interviews. Sixteen candidates were selected. Five didn’t show. One was not qualified. Ten were interviewed. Five passed the oral examinations and background investigations are being conducted.

Real Estate Tax Collectors Report:
Ms. Torris presented the September collection report: $48,311.93 collected; $131,634.40 balance collectable. This is a 96% collection rate.

Ms. Torris presented council with a proposal from TaxLogix (our current software vendor) to print the tax bills, duplicates and provide PDF files. Further information will be forthcoming.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Nothing to report.

Public Safety/Fire:
Sgt. Caruso made an arrest of a stolen vehicle with the assistance of the license plate reader equipment. The vehicle contained drug paraphernalia.

Castle Shannon Police in conjunction with officers from West Mifflin, Robinson Township and Mt. Lebanon Police Departments conducted a truck inspection detail on October 9th with the following results: 13 trucks inspected; 24 violations; 9 citations issued; $1,550 in fines issued; 6 vehicles placed out of service. This detail was grant funded.

Chief Truver, along with three police supervisors, attended a railroad emergency training seminar at the Castle Shannon Volunteer Fire Department on September 28th. The seminar provided good information and good contacts. Information was provided that each tank car carries 30,000 gallons of petrol, and 60 or 70 cars come through Castle Shannon at a time. The railways plan to increase the speed from 25 mph to 45 mph. Wheeling and Lake Erie Railroad, along with Trans Care (a safety rail line company), has been replacing railroad ties and reviewing track conditions.

Columbia Gas is sponsoring a Public Safety Day at the fire department on October 31st from 10:00 a.m. to 2:00 p.m. Over 400 carbon monoxide detectors will be given out to borough residents. Residential information received from this program will be used to bolster the police department’s community notification software and social media pages.

Mr. Swisher approved the check registers from September 22nd, October 5th and October 8th. Mr. Cheberenchick motioned to approve the September treasurer’s report; Mr. Swisher seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Vietmeier stated that the Planning Commission will be meeting on October 19th for two conditional use hearings: Mindful Brewing on Library Road and installation of a communications antenna at 300 Mt. Lebanon Boulevard.

Mr. Warhold reported that the Veterans’ Day ceremony is planned for Wednesday, November 11th at Ice Castle. From 10:00 a.m. to noon, State Representative Dan Miller will supply a Veterans’ van to provide local veterans with resources and information on benefits and programs such as individual family counselling, educational benefits, vocational rehabilitation, medical referrals, disability compensation, etc.

Mr. Vietmeier noted that Phillips Brothers has started construction on an apartment building on the corner of Rockwood and Willow Avenues.

Mr. Warhold will be attending a Main Street Manager seminar on October 21st, and taking a Saw Mill Run Basin bus tour on October 22nd. In addition, Mayor Baumgarten, Mr. Hartswick and Mr. Warhold will attend a Bethel Park Chamber of Commerce luncheon including Erin Molchany, Rich Fitzgerald and Dennis Davin as guest speakers.

The Friends of the Library will be holding their Fall Flea Market on Saturday, October 17th from 8am-2pm. There will be refreshments to purchase, a bake sale and 50/50 raffle. Baked goods can be donated to the library on Friday, October 16th or Saturday, October 17th.

Mr. Swisher announced the Castle Shannon Library Vendor and Craft Fair will be held Saturday, November 14th from 9:00 a.m. to 3:00 p.m. The event features twenty-five tables to shop from, refreshments, a Chinese auction and a 50/50 raffle.

The library recently purchased a new phone system from Verizon. Equipment was purchased at a savings through Amazon Business.

Mr. Scott Tkach, Library Board Member, and his wife donated a bike rack to the library which has recently been installed by the door.

Editorial Board:
Ms. Seiler is making final changes on the newsletter.

The October meeting will be hosted by Pleasant Hills.

Earned Income Tax Collectors Report:
Nothing to report.

Engineer's Report:
The engineers continue to work on the MS4 Status Plan Development written plan.

Manager's Report:
Ms. Kovach presented Resolution #618 – Plan revision for new land development for A.R. Building Company, Inc. for the Castle Court Development. Ms. Randazzo motioned to adopt Resolution #618; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach also presented Resolution #619 – Plan revision for new land development for Willow Avenue LP for the Willow Avenue Apartments building. Mr. Swisher motioned to adopt Resolution #619; Ms. Brannon seconded; all in favor; motion carried.

The 2016 UPMC Health Plan renewal was presented. Mr. Warhold motioned to authorize the appropriate officials to enter into the renewal contract; Mr. Cheberenchick seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten discussed a request by Mr. Mastandrea for a right-of-way to his home from the Castle Court development.

Planning Commission:
Nothing to report.

Solicitor's Report:
Mr. Biondo reported that the municipal liens have been filed for five properties that were demolished through SHACOG with CDBG funds.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Cheberenchick commended the police department on their monthly reports.
