CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
October 22, 2007

The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey; N. Kovach; M. Warhold; R. Zezulewicz; D. Baumgarten. Council Member J. O'Malley and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Manager; H. Lane, Police Chief; D. Ross, Building Official; D. Biondo, Solicitor. Junior Council Person A. Kocelko was absent.

The minutes of the October 8, 2007 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Mr. Coffey seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting. Being none, Mr. Zezulewicz closed the public comment section of the meeting.

Bid Openings:
Mr. Hartswick presented the winter road materials bid tabulation for 2007/2008 through the South Hills Area Council of Governments. Mr. Coffey motioned to accept the bids; Ms. Kovach seconded; all in favor; motion carried. Ms. Kovach commented that the borough has realized substantial savings through multi-municipal bidding with the South Hills Area Council of Governments.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Building and Grounds:
Mr. Warhold stated additional information on the Duquesne Light Bright Lights Program will be presented at the next council meeting.

Finance:
Mr. Cheberenchick motioned to ratify the treasurer's report; Ms. Kovach seconded; all in favor; motion carried.

Library:
Ms. Kovach announced that the annual Halloween Parade will be held on October 28th at 1:00 p.m.

Mr. Warhold announced that Representative Chelsa Wagner is hosting a senior health and wellness fair on November 1st at the Castle Shannon Library.

Planning and Codes:
Ms. Kovach noted that Annamarie's Specialties opened a new business on Walnut Street.

Public Safety:
Chief Lane was in contact with Penndot representatives regarding traffic changes to the intersection of Grove Road and Route 88. A left turning lane from Grove Road onto Route 88 is included in Penndot's Route 88 plans.

Public Works:
Mr. Coffey reported that the salt shed project is proceeding quickly and efficiently. Footers for the garage expansion were approved.

Editorial Board:
Newsletter draft is being finalized.

MRTSA:
The agenda contained the September Board of Directors meeting minutes.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Ms. Kovach attended the monthly meeting and discussed concerns with the critical incident response team for the emergency response program. Initial set up for the team training and equipment will be $80,000-$100,000 with the major portion of the funding being provided through grant funds. The borough's fee increase of $1,500.00 will be an annual fee. If multiple critical emergency incidents occur within Allegheny County, this team would be available for emergencies in the South Hills. Council agreed to the increase.

Mr. Coffey questioned the status of the cable franchising agreements. The franchising agreement is a consortium through SHACOG which is currently under negotiation.

The Allegheny County comprehensive plan will be available in the next few weeks for municipalities to review.

Ms. Kovach also reported that SHACOG received 141 applicants for the joint police testing program.

Police Pension:
Nothing to report.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented the allocation of 2007 excess interest award for PMRS. The interest was distributed as follows: Municipal Account - $9,441.59; Member Account - $14,374.46; Retired Members Account - $20,012.80. Mr. Cheberenchick motioned to allocate the excess interest as stated; Mr. Carlucci seconded; all in favor; motion carried.

Ms. Kovach motioned to donate $150.00 to the Castle Shannon Light-up Night; Mr. Cheberenchick seconded; all in favor; motion carried.

Mayor:
Mayor Baumgarten asked Chief Lane to discuss the Keystone Oaks Hotline. Chief Lane explained that a confidential hotline is being proposed to give information about underage drinking parties, driving while intoxicated, drug use, etc. The toll free number would immediately notify the appropriate police department of the information. An insurance company is donating funds to set up the program.

Planning Commission Report:
Nothing to report.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Mr. Carlucci questioned what hours a solicitor can operate in the borough. Chief Lane answered that solicitors should be finished by 8:00 p.m. The borough cannot prevent soliciting in the evenings.

Mr. Warhold would like to discuss the PMRS program and other pension programs for the non-uniformed employees.

Mayor Baumgarten announced that Sergeant Lane will be recognized at the Amen Corner luncheon on November 2nd. This is the third recipient of the award for Castle Shannon.

Ms. Kovach stated that the SHACOG programs for the Police Chiefs and Fire Chiefs were so successful that a cooperative program for the public works departments is being proposed.

Mr. Coffey noted that our local gas station provider for public works diesel fuel will be closed from 12:00 midnight to 5:00 a.m. Mr. Hartswick stated that policy will be set that all truck gas tanks will be topped off before returning to the garage. Other alternative diesel options are being explored.

Mr. Coffey stated that Blue Line Consultants have cancelled appointments three times with St. Annes School. Chief Lane will meet with the company's representatives as soon as possible.
