The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; D. Swisher; M. Warhold; D. Baumgarten. Council Members V. Smith, J. O’Malley and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; Police Chief K. Truver; P. Vietmeier, Codes Official; D. Biondo, Solicitor.

The minutes of the October 8, 2012 council meeting were presented. Mr. Warhold motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting. Being none; the public comment section was closed.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Swisher reported that the public works employees have been scheduled for janitorial duties at the library until a part-time custodian is hired.

Mr. DeLallo is on vacation this week, and Mr. Schumacher will be working foreman.

Cleaning of the waxed floors and carpeting at the Municipal Center will be undertaken after Election Day.

Public works curbing project to divert water from the infield at the Municipal Center Ballfield is working.

Public Safety/Fire:
Ms. Brannon motioned to accept the two highest bids from Ken Truver and Jim Fleckenstein for the surplus bicycles; Mr. Swisher seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Warhold reported that Hot Heads is relocating to Willow Avenue.

Congressman Tim Murphy, a representative from the Veteran’s Administration, and a soldier from Afghanistan will speak at the Veterans Day ceremony on November 12th at 11:00 a.m. Information will be posted in The Almanac.

The “Castle Shannon – Images of America” history book can be purchased through borough administration. Please call 412-885-9200 x100. The books are also available through Barnes & Noble. Mr. Arcuri, Principal of Myrtle Avenue Elementary School, sent a promotional flyer home with the students.

Mr. Warhold and Paul Dudjak addressed an assembly of Myrtle Avenue third graders on the history of Castle Shannon.

The Project Outreach Equipment and Medical Supplies Program (POEMS) had a great response with both people who wish to donate equipment and residents that need the equipment.

Ms. Brannon announced that the Halloween parade is scheduled for Sunday, October 28th.

Editorial Board:
Corrections have been made to the newsletter draft. Council commended Lynn Seiler and Linda Karlovich for proof reading and correcting the drafts.

Subscription rates for 2013 remain unchanged.

Municipal Associations:

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Mr. Hartswick has been in contact with Mr. Gorski to request an update on the status of the demolition of 951 Arch Street.

The fall commodities bid tabulation will be submitted to council at the November 13th meeting.

Police Pension:
Nothing to report.

Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Nothing to report.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick expressed the need for council to consider a motion to allow council members to participate in council meetings via conference call. Mr. Warhold made the motion; Mr. Swisher seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten reported that seventy third grade students from Myrtle Avenue Elementary School visited the borough building, fire department and MRTSA to learn about their community. The number of first grade students enrolled is even higher. Keystone Oaks School Board plan to close Myrtle Avenue Elementary School due to lack of enrollment was premature.

Mr. Warhold discussed the possibility of re-instituting Youth Government Day for the fifth grade students. Students would elect officials and spend a day with borough representatives such as the police chief, mayor, fire chief, public works director, etc. Ms. Brannon expressed her approval of this idea.

Planning Commission:
The agenda contained the minutes of the September 17, 2012 meeting. Mr. Vietmeier noted a correction that Mr. Nedzesky was not absent. Ms. Brannon motioned to accept the corrected minutes; Mr. Warhold seconded; all in favor; motion carried. Ms. Swisher motioned to accept the actions of the Planning Commission recommendations of September 17, 2012; Mr. Warhold seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
The agenda contained information on the budget process and current finance status.

Zoning Hearing Board:
Nothing to report.

Ms. Brannon noted that only one side of Myrtle Avenue was paved; however the other side was not. The paving contract will be reviewed.

New loading zone signs were posted on Myrtle Avenue by the school.
