The minutes of the October 9, 2006 council meeting were presented. Ms. O'Malley motioned to approve the minutes; Ms. Kovach seconded; all in favor; motion carried.
Mr. Zezulewicz opened the public comment section of the meeting.
Nancy Gehringer, 3816 Prospect Avenue - Thanked Chief Lane and the police department for their patrol of the neighborhood and for a recent arrest. Mrs. Gehringer related a problem regarding the deplorable condition of a neighbor's yard that was documented with correspondence and telephone calls to the borough. Mrs. Gehringer submitted photos of the property and copies of her correspondence to borough council. Council will take under advisement.
Mr. Zezulewicz closed the public comment section of the meeting.
Mr. Hartswick presented the winter road materials bid tabulation for 2006/2007 through the South Hills Area Council of Governments. Mr. Carlucci motioned to accept the bids; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Warhold reported that Ms. Kovach attended a meeting in Dormont regarding a Peer-to-Peer Program to receive grant funding for park improvements. An independent consultant would be hired to provide information to enhance the borough parks and recreational facilities at a cost of $200.00-$250.00. Ms. Kovach motioned for Castle Shannon to join with Dormont, Greentree, Mt. Lebanon and Keystone Oaks School District in the Peer-to-Peer Program; Mr. Warhold seconded; all in favor; motion carried.
Ms. Kovach motioned to ratify the September treasurer's report; Ms. O'Malley seconded; all in favor; motion carried.
Ms. O'Malley stated the board is preparing an advertisement to hire a library director.

Mr. Ausman is working on his certification for a pesticide control license and NASCO certification as sanitary sewer operator. Mr. Carlucci questioned if a second employee has volunteered to apply for the pesticide certification. Mr. Hartswick will work with Mr. DeLallo to select an employee.
Soli Construction has completed the work for the ACO manhole requirements, and Robinson Pipe continues to complete the sewer pipe lining and point repairs for Watershed I.
Mayor Baumgarten has received and reviewed the newsletter draft copy.

Mr. Hartswick presented the allocation of 2006 excess interest award for PMRS. The interest was distributed as follows: Municipal Account - $1,544.00; Member Account - $2,462.00; Retired Members Account - $3,891.00. Mayor Baumgarten questioned the allocation, which was determined by prior awards. Mr. Carlucci motioned to allocate the excess interest as stated; Ms. Kovach seconded; all in favor; motion carried.
Ms. O'Malley motioned to place a full-page program advertisement for the Keystone Oaks Ladies Eagles Basketball for $100.00; Mr. Warhold seconded; all in favor; motion carried.
