The following elected officials were present: M. Cheberenchick; N. Kovach, J. O’Malley, M. Warhold; R. Zezulewicz; D. Baumgarten. Council Member V. Smith and Tax Collector S. Torris were absent. The following appointed officials were present: D. Biondo, Solicitor; T. Hartswick, Borough Manager; P. Vietmeier, Codes Official. Police Chief K. Truver was absent.

The minutes of the October 10, 2011 council meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Warhold seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting.

Bill Newman, 294 Castle Road and Heather Newman, 1420 Hamilton Road – addressed council regarding two issues with a neighbor’s fence at 1425 Blossom Hill Road, i.e. the exterior painting on the fence, and storage of ladders and building equipment on the exterior of the fence. Photographs of the fencing were submitted to council. A lengthy discussion continued. Mr. Zezulewicz advised that the borough solicitor will examine the codes and state laws, and council will attempt to come to a reasonable solution between the two neighbors.

Mr. Zezulewicz closed the public hearing.

Civil Service Commission:

Real Estate Tax Collectors Report:

Council Committee Reports

Building and Grounds:
Nothing to report.

The final meeting of the budget committee will be held November 7th, and a preliminary budget will be presented to borough council on November 28th.

Ms. O’Malley reported that the Friends of the Library flea market was well attended.

The Halloween Parade on Sunday, October 23rd hosted 185 children.

The Library Board is currently seeking a borough resident to fill a recent vacancy on the board.

Planning and Codes:
Mr. Warhold reported that plans for the Veteran’s Day ceremony are underway.

Ms. Kovach announced that the Fall Festival and Pet Parade are scheduled for Saturday, October 29th. Activities include a sheep shearing demonstration, a juggler, vendors, music, food and face painting.

Mr. Hartswick stated that he and Mr. Warhold will attend a tax credit seminar on Thursday, October 27th.

Public Safety:
Chief Truver announced that October 29th is our third Drug Take Back Day at fire hall to collect prescription medication.

Public Works:
The agenda contained the monthly reports.

Ms. O’Malley announced that October 29th is the third Drug Take Back Day at the Castle Shannon fire hall to collect prescription medication.

Editorial Board:
Mr. Zezulewicz reported that the draft newsletter should be ready shortly for review by the editorial board.

Municipal Associations:

Allegheny County Boroughs Association:
Ms. Kovach motioned to appoint Mr. Zezulewicz as delegate and Mr. Smith as alternate to the Allegheny County Boroughs Association.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Ms. O’Malley discussed the borough’s overpopulation of whitetail deer with other members of SHACOG at the monthly meeting. Several communities have tried either permitting archery hunting or using birth control without success. The SHACOG members do not feel it is feasible to form a committee to address this problem. Ms. O’Malley and Mr. Hartswick will advise Mr. Durkin of SHACOG’s meeting results.

Ms. O’Malley added that wild turkeys are also becoming a problem in many communities.

Police Pension:

Earned Income Tax Collector's Report:

Manager's Report:

Mayor Baumgarten discussed the MRTSA health care costs for 2012.

Planning Commission Report:
Ms. O’Malley motioned to accept the minutes of the September 29, 2011 Planning Commission Meeting; Mr. Warhold seconded; all in favor; motion carried.
