The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Tax Collector S. Torris was absent. The following appointed officials were present: T. Hartswick, Borough Manager; D. Biondo, Solicitor; K. Kocelko, Junior Council Representative. Police Chief K. Truver and Codes Official P. Vietmeier were absent.

The minutes of the October 12, 2015 Council Meeting were presented. Ms. Randazzo motioned to approve the minutes; Ms. O’Malley seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting.

Kimberly L. Slater-Wood,
Manager of Municipal Relations and Outreach for ALCOSAN – attended the meeting to introduce herself and offered her assistance to borough officials.

Public Hearings:

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. O’Malley motioned to appoint Loretta Miller as Deputy Tax Collector pursuant to Act 164-2014; Mr. Warhold seconded; all in favor; motion carried.

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Nothing to report.

Public Safety/Fire:
Ms. O’Malley motioned to extend an offer of employment to Daniel Janeda as patrolman contingent upon his meeting the qualifications for the position; Ms. Brannon seconded; all in favor; motion carried.

Mr. Swisher approved the check register for October 16th.

Community Activities/Planning & Codes:
Mr. Vietmeier reported that a new dog grooming business will be opening on Willow Avenue. Two conditional use hearings will be re-submitted to the Planning Commission on November 16th.

Public Safety Day is October 31st from 10:00 a.m. to 2:00 p.m. at the Castle Shannon Volunteer Fire Department sponsored by Columbia Gas, State Representative Dan Miller and the Castle Shannon Revitalization Corporation.

Mr. Warhold reported that the Veterans’ Day ceremony is planned for Wednesday, November 11th at Ice Castle. If the state budget is passed, State Representative Dan Miller will supply a Veterans’ van from 10:00 a.m. to noon to provide local veterans with resources and information on benefits and programs.

The next board meeting is scheduled for November 5th.

Editorial Board:
Fall newsletters were taken to the north side post office today for mailing. Mr. Warhold noted that Lisa Brown submitted an article to join the Saw Mill Run Watershed Association for our first stream cleanup in Castle Shannon on April 2, 2016.

After ten months of negotiations, the labor agreement has been settled.

South Hills Area Council of Governments:
The agenda contained the October 15th Board of Directors Meeting minutes.

PA State Association of Boroughs:
Nothing to report.

Police Pension/Non-Uniformed Pension:
The agenda contained the third quarter 2015 statements.

Junior Council Person:
Ms. Kocelko reported that the Keystone Oaks High School Football team has made the playoffs for the first time in seven years. In addition, the student council is working with Principal Hartbauer on obtaining student identification cards.

Engineer's Report:
Jason Stanton of Lennon, Smith, Souleret Engineering Inc. addressed council on several projects:

  1. Municipal Tasks: 1) 2015 Road Improvement Programs; 2) MS-4 Storm Sewers plan.
  2. New construction developments: 1) Ellison Place; 2) Castle Court; 3) Willow Avenue Apartments.
  3. Environmental (Sanitary Sewer System): 1) 2004 Administrative Consent Order; 2) Operation and Maintenance Plan Implementation; 3) ALCOSAN Wet Weather Plan.

Manager's Report:
Nothing to report.

Mayor's Report:
Mayor Baumgarten noted that the police weekly reports continue to have a considerable number of DUI arrests. Castle Shannon is slowly getting the reputation – “Don’t Drink and Drive through Castle Shannon”. Mayor Baumgarten commended the police department on their diligence in keeping the streets safe.

Planning Commission:
Mr. Swisher motioned to accept the July 20, 2015 minutes; Ms. Randazzo seconded; all in favor; motion carried.
