The following elected officials were present: R. Carlucci; M. Cheberenchick; N. Kovach; J. O'Malley; R. Zezulewicz; D. Baumgarten; S. Torris. Council Members P. Coffey and M. Warhold were absent. The following appointed officials were present: D. Biondo, Solicitor; T. Hartswick, Manager; K. Truver, Police Chief and Kristie Munson, Junior Council Person. Codes Official P. Vietmeier was absent.

The minutes of the October 26, 2009 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Zezulewicz officially opened the public comment section of the meeting. Being none, Mr. Zezulewicz officially closed the public section of the meeting.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported October collections of $4,551.51. Balance due is $125,111.08. This is a 95% collection rate.

Ms. Torris has qualified and received her certificate as a Qualified Tax Collector for 2010.

Council Committee Reports:

Building and Grounds:
Mr. Hartswick reminded council that Wednesday, November 11th at 11:00 a.m. the Shannon Hometown Hero's Banners will be unveiled at a Veterans' Day program. The borough has received many positive e-mails and comments regarding the program. Special thanks to Mr. Harry Munson for designing and ordering the banners. Ms. Kovach requested that the welcome banners be removed to allow better viewing of the veterans' banners.

Mr. Cheberenchick motioned to ratify the October Treasurer's Report; Ms. Kovach seconded; all in favor; motion carried.

Ms. O'Malley reported that the library budget was passed with a total budget of $314,246.20.

A Vendor Fair is scheduled on Saturday, November the 14th from 9:00 a.m. to 3:00 p.m.

Breakfast with Santa will be Saturday, December 12th at 10:00 a.m.

On November 18th, the library is hosting a "Tax Talks" program at 7:00 p.m. with H&R Block.

Ms. O'Malley reported that two vacancies for the library board have not been filled. The date for accepting applications has been extended to January 1, 2010.

A poinsettia sale is being hosted by the Rotary Club with proceeds to benefit the Castle Shannon, Dormont and Mt. Lebanon libraries.

Ms. Kovach noted an article in the AARP newsletter to apply for funding for senior citizen programs. Ms. O'Malley will pass the information onto the library director.

Planning and Codes:
The agenda report contained the outstanding code violations list.

Public Safety:
Mr. Carlucci was very impressed with Chief Truver's message listed on the borough website. Chief Truver stated he is working with the Munson family to have information posted on the website for better interaction with residents. Traffic alerts, resident complaints and crime reports are on the website. The most recent addition is an affiliation with "A Child Is Missing", a non-profit organization that provides a free nationwide program to aid police in the event of a reported missing child.

Public Works:
Nothing to report.

Editorial Board:
Mr. Zezulewicz reported the newsletters are on schedule for a Friday mailing.

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Nothing to report.

Police Pension:
Mr. Zezulewicz noted that the third quarter investment report indicates a positive income trend.

Junior Council Person:
Ms. Munson reported that Keystone Oaks won their first playoff football game.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick discussed House Bill 3007 (The Local Assistance Act of 2009) and requested that council authorize a letter of support directed to Congressman Tim Murphy. Ms. O'Malley made the motion; Ms. Kovach seconded; all in favor; motion carried.

Mayor Baumgarten discussed a proposed ordinance and resolution that requires lost or stolen handguns to be reported to the police within seventy-two hours of discovering the theft or loss. Ms. Kovach motioned to authorize the appropriate officials to draft a resolution to reduce access to illegal guns; Mr. Carlucci seconded; all in favor; motion carried. Mr. Carlucci motioned to authorize the appropriate officials to draft and advertise an ordinance requiring prompt notification of lost or stolen handguns and imposing penalties; Ms. O'Malley seconded; all in favor; motion carried.
