CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
November 28, 2016

The following elected officials were present: M. Heckmann; T. Kirsch; W. Oates; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Council Member N. Kovach and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official. Junior Council Member N. Mastandrea was absent.


The minutes of the November 14, 2016 were presented. Ms. Randazzo motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Mr. Warhold temporarily turned the meeting over to Chief Truver and Mayor Baumgarten, who introduced Police Officer James Fleckenstein. Chief Truver listed Officer Fleckenstein’s many responsibilities such as former K-9 officer, Motor Carrier Safety Inspector, Field Training Officer, Department Range Master, MPOETC Certified Instructor and Taser Instructor and OC Instructor. Officer Fleckenstein passed all phases of the testing process, and the eligibility list was certified by the Castle Shannon Civil Service Commission on March 5, 2016. In addition, Officer Fleckenstein has been serving as acting sergeant since November 7, 2016. Chief Truver asked council to authorize the promotion of James Fleckenstein to sergeant as approved by the Civil Service Commission. Ms. Randazzo motioned to approve the promotion; Mr. Swisher seconded; all in favor; motion carried. Mayor Baumgarten gave Sergeant James Fleckenstein the official oath of office, and council congratulated Sergeant Fleckenstein on his promotion.

Mr. Warhold opened the public comment section of the meeting. Being none, the public comment section was closed.

Civil Service Commission:

Real Estate Tax Collectors Report:

Public Relations/Communications:

Building and Grounds:
Mr. Kirsch will head a committee to review park renovations and upgrades for 2017. Public Safety/Fire:
Nothing to report.

Finance:
Mr. Swisher approved the check register for November 18th. Mr. Heckmann motioned to ratify the October Treasurer’s Report; Mr. Swisher seconded; all in favor; motion carried.

Mr. Heckmann motioned to tentatively adopt the 2017 Capital and Operating Budget; Mr. Oates seconded; all in favor; motion carried.

Mr. Swisher motioned to advertise the Tax Levy Ordinance for 2017; Mr. Heckmann seconded; all in favor; motion carried. Mr. Hartswick added that the 2017 budget does not include a tax millage increase. Mr. Warhold commended the finance committee for their work on the budget.

Mr. Hartswick added that the sanitary sewer rates will increase by 50 cents per thousand gallons to fund the debt service, yearly projects and ALCOSAN bills.

Community Activities/Planning & Codes:
Mr. Warhold reported that the CSRC Design and Economic Restructuring Committees met to select colors, street light fixtures, brick styles, park benches, garbage cans, etc. for the streetscape improvement program.

Mr. Vietmeier stated that a Japanese/Korean restaurant will be opening at 325 Mt. Lebanon Boulevard.

The Zoning Hearing Board will meet on December 7th at 7:00 p.m. to review a sign for Planet Fitness.

Mindful Brewing is getting a wall permit and obtaining sewer taps for a January 2017 opening.

Library:
Ms. Randazzo noted the many Christmas activities being held at the Library that were referenced in council’s mail. The Breakfast with Santa is scheduled for December 10th.

The library board plans to meet on Thursday, December 1st.

Editorial Board:
Nothing to report.

MRTSA:
Mayor Baumgarten discussed the 40th Anniversary Dinner at the South Hills Country Club. Approximately 160 people attended with many of the original directors and paramedics. The event was attended by fire personnel, paramedics, police officers, and state representatives. In the past 40 years, authority has evolved from a single station wagon with an oxygen tank to a fleet of the most technologically advanced medical care equipment on wheels.

Municipal Associations:

Allegheny County Boroughs Association:
Ms. Kovach and Mr. Warhold will attend the December 8th general membership meeting.

Allegheny League of Municipalities:
Nothing to report.

Pennsylvania State Association of Boroughs:
Nothing to report.

South Hills Area Council of Governments:
Mr. Kirsch reported that the board met last week and bids for demolition for Poplar Avenue and May Street were rejected due to the high cost. The Poplar Avenue demolition will be rebid. Mr. Ausman also attended the meeting and was a wealth of information on MS4 requirements. Mr. Kirsch gave kudos to Mr. Ausman and Mr. Hartswick for keeping Castle Shannon Borough well ahead of other communities for MS4 compliance.

Police Pension/Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick requested that council award the proposed storm water rate survey to Lennon, Smith, Souleret Engineering for a cost not to exceed $35,000. Mr. Kirsch made the motion, Mr. Heckmann seconded; all in favor; motion carried.

MS4 requirements include annual cleaning of storm water inlets. Ms. Randazzo motioned to approve a proposal from Waste Management to analyze, photograph and clean approximately 900 inlets at a cost of $76 each; Ms. Swisher seconded; all in favor; motion carried.

Mr. Hartswick will be working with Mr. Kirsch’s park committee with Ms. Randazzo, Ms. Kovach and Mr. Warhold. Mr. Hartswick discussed the borough’s projects with DCNR Western Regional Director, Kathy Frankel at a recent workshop. Applications for grants are due in April 2017.
