CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
December 8, 2008

The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey; N. Kovach; M. Warhold; D. Baumgarten; S. Torris. Council Members R. Zezulewicz and J. O'Malley were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; H. Lane, Police Chief. Codes Official P. Vietmeier was absent.

The minutes of the November 24, 2008 council meeting were presented. Mr. Coffey motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the meeting. Being none, Ms. Kovach closed the public comments.

Bid Openings:
Nothing to report.

Public Hearings:
Mr. Hartswick presented the 2009 proposed budget and Ordinance 864 establishing the millage rate at 7.9 for 2009. Ms. Kovach opened the public hearing on Ordinance 864. No comments were received; therefore Ms. Kovach closed the public hearing. Mayor Baumgarten noted that the budget was balanced by utilizing a portion of the capital reserve. Mr. Cheberenchick motioned to adopt the 2009 budget; Mr. Carlucci seconded; all in favor; motion carried. Mr. Cheberenchick motioned to adopt Ordinance 864 at its first reading; Mr. Coffey seconded; all in favor; motion carried.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported November collections of $9,718.98 with a remaining balance due of $95,216.71. Collections are $77,800 higher than last year, and the collection rate is at 96%.

Council Committee Reports:

Building and Grounds:
Mr. Warhold reported that an initial meeting was held for the 2009 Community Day. Donation request letters will be mailed to corporate sponsors this week. The booths for Community Day are being reserved for Castle Shannon businesses only.

Mr. Warhold and Mr. Hartswick attended a "Fight Blight" seminar on December 4th with the Local Government Academy. A neighborhood stabilization program is being held by Allegheny County on December 9th. Mayor Baumgarten and Mr. Hartswick also attended an urban design charette sponsored by Sustainable Pittsburgh.

Mr. Warhold reported that Ms. Kovach and Mr. Biondo are working on re-establishing a 501c3 non-profit corporation for the borough's revitalization project.

Finance:
Nothing to report.

Library:
Mr. Warhold announced the Breakfast with Santa is scheduled for Saturday.

Planning and Codes:
The agenda contained the November building permit report and outstanding code violations report.

Public Safety:
Mr. Carlucci commended the police department for keeping the traffic flowing on Route 88 during the recent Columbia Gas construction project.

Ms. Kovach announced that the borough's parking meters will be covered from December 22nd to January 5th to provide free parking Chief Lane added that on street parking will be permitted from 2:00 a.m. to 6:00 a.m. from December 22nd to January 5th. Vehicles must continue to park legally.

Chief Lane stated that the borough has received a list of police candidates through the SHACOG joint police testing program. Civil Service should be contacted to send notices as a courtesy to the candidates stating that the borough is not currently hiring, however the candidates' names will remain on file.

Public Works:
Nothing to report.

Editorial Board:
Nothing to report.

MRTSA:
Mr. Warhold reported that the 2009 subscription drive is under way. Mr. Cheberenchick added that MRTSA's goal is to secure subscriptions from fifty percent of the borough's population.

Municipal Associations:

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Nothing to report.

Police Pension:
Mr. Hartswick presented Resolution 539 reducing the police pension contribution rate to 3.5% for 2009. Mr. Coffey motioned to adopt Resolution 539; Mr. Cheberenchick seconded; all in favor; motion carried.

Earned Income Tax Collector's Report:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Nothing to report.

Mayor:
Nothing to report.

Planning Commission Report:
Nothing to report.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Mr. Cheberenchick commended Ms. Torris on her excellent tax collection rate for 2008.

Mr. Coffey noted that Allied Waste will be changing the borough's garbage collection day for several streets in the borough beginning January 5th. Residents will be notified by Allied Waste.

Mr. Warhold stated that many borough residents are having billing difficulties with Verizon's fios bundling packages. Residents are not able to resolve the billing problems through Verizon's 800 number. Mr. Warhold advised residents to contact the borough's office to obtain SHACOG's telephone number.
