The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey; T. Kirk; J. O'Malley; R. Zezulewicz; D. Baumgarten; S. Torris. Council Member N. Kovach was absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor. Police Chief Harold Lane was absent.
The minutes of the November 25, 2002 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.
Mr. Zezulewicz called for public comments or requests. No comments were received; therefore Mr. Zezulewicz officially closed the public portion of the meeting.
Mr. Zezulewicz recognized Mr. Dan Gilligan from Lennon, Smith, Souleret Engineering who discussed the sewage facilities corrective action plan and proposed administrative consent order. Mr. Gilligan summarized year to date submittals to DEP regarding CAP rehabilitation work and tap requests for 2002, which are still pending. Tap request correspondence for 2003 has been submitted. Mr. Gilligan described the administrative consent order proposed by Allegheny County and outlined the municipal compliance tasks required and completed. Preliminary cost overview to the borough is estimated at $7,225,000.00. Mr. Gilligan described the roles of the Three Rivers Wet Weather Program, ALCOSAN and the Southern Basin Group. Bond pools are being formed to assist in the costs, and Pennvest is the primary funding entity. The finalization of the consent order will determinted in early 2003, however the time frame for compliance is not known at this time.

Public Hearings: Mr. Zezulewicz officially opened the public hearing for the 2003 budget and Ordinance 830. No comments were received; therefore Mr. Zezulewicz officially closed the public hearing for the 2003 budget.
Mr. Hartswick presented the 2003 budget with the millage remaining at 6.733 mills. Mr. Cheberenchick motioned to adopt the 2003 budget as presented; Ms. O'Malley seconded; all in favor; motion carried.
Mr. Hartswick presented Ordinance 830 setting the tax rate for the 2003 budget. Mr. Cheberenchick motioned to adopt Ordinance 830; Ms. Kovach seconded; all in favor; motion carried.
Civil Service Commission: Nothing to report.
Real Estate Tax Collectors Report: Ms. Torris reported a balance due of $121,017.18.
Council Committee Reports: Nothing to report.
Building & Grounds – Ms. Kovach reported the holiday banners and decorations are in place. Ms. Kovach requested funds for additional holiday decorations for 2003.
Finance - Mr. Cheberenchick motioned to ratify the November Treasurer's Report; Mr. Coffey seconded; all in favor; motion carried.
Library - Ms. O'Malley announced the breakfast with Santa was very successful. Mr. Hartswick added that approximately 60 residents attended.

Mr. Carlucci discussed a memordandum from Chief Lane regarding the success of the commercial vehicle inspections and the cooperation of the Mt. Lebanon Police Department.
R. Zezulewicz announced the resignation of Sgt. Donald Smith effective 12/31/02. Mr. Carlucci motioned the accept the resignation agreement for Sgt. Smith; Ms. O'Malley seconded; all in favor; motion carried.
Mayor Baumgarten suggested pursuing the police candidate eligibility list.
Public Works - Nothing to report.
Editorial - Mr. Zezulewicz reported the winter newsletter has been received in borough homes.
MRTSA - Mayor Baumgarten discussed the cost to the borough if MRTSA joins the county 911 center. Mr. Hartswick added a meeting with all concerned municipalities is scheduled for February.

Manager; Mr. Hartswick discussed the need for a planning commission meeting to discuss the zoning ordinance. Mr. Zezulewicz requested scheduling the first meeting in January for the 2003 road program.

Other: Ms. O'Malley has received residential complaints regarding traffic on St. Annes Street and suggested signage indicating that St. Annes Street has no outlet. Chief Lane will investigate and coordinate appropriate signage.
