CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
December 9, 2013

The following elected officials were present: K. Brannon; M. Cheberenchick; N. Kovach; J. O’Malley; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. Council Member K. Brannon was absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; B. Fabbio, Junior Council Member. Council Member V. Smith participated via a teleconferencing device. Codes Official P. Vietmeier was absent.


The minutes of the November 25, 2013 council meeting were presented. Ms. O’Malley motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach opened the public comment section of the council meeting. Being none, the public comment section was closed. Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris presented the November report: Collections - $10, 624 leaving a balance of $178,870. The collection rate is 94%. Delinquent letters are being mailed this week.

Council Committee Reports

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Swisher reported that in addition to winter road maintenance from snowstorms, public works has been patching potholes. The Christmas décor has been installed in downtown Castle Shannon and at the borough building. Both critical and emergency sewer lines continue to be televised and jetted as necessary. Mr. DeLallo reported that rock salt orders are being quickly delivered.

Public Safety/Fire:
Chief Truver presented the SHACOG bid opening results for the purchase of two police vehicles in 2014. The 2006 Ford Expedition K-9 vehicle will be replaced with a 2014 Ford Expedition at a price from Day Fleet of $29,624.00; and the 2010 Ford Crown Victoria will be replaced with a 2014 Ford Interceptor SUV from Day Fleet for $27,842.00. Ms. O’Malley motioned to accept the bids and approve the purchases for 2014; Mr. Swisher seconded; all in favor; motion carried.

Finance:
Ms. Kovach opened the public hearing for the 2014 budget and tax levy ordinance. No comments were received; therefore the public hearing was closed.

Mr. Warhold commended Mr. Hartswick for his in-depth report on the budget and the impact on the borough’s 2013 budget from the county’s reassessments. Real estate valuations have dropped $30 million in commercial and real estate assessment appeals since 2013. This resulted in a decrease of $218,812 in tax revenues. The 2014 budget includes a tax increase of 1.057 mills, which is lower than the 2012 millage rate. New construction developments in 2014 such as Ellison Place and the Shannon Transit Village projects may increase the tax base for future years. Mr. Swisher motioned to adopt the 2014 Capital and Operating Budgets; Ms. O’Malley seconded; all in favor; motion carried.

Mr. Warhold motioned to adopt Tax Levy Ordinance 892 at its first reading; Mr. Swisher seconded; all in favor; motion carried.

Mr. Warhold motioned to ratify the November Treasurer’s Report; Mr. Swisher seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Warhold commended Mr. Vietmeier for his code enforcement activities within the borough.

Mr. Warhold motioned to adopt Resolution 589 - Authorizing Set-Aside Funds to Administer the Keystone Main Street Program for five years; Mr. Swisher seconded; all in favor; motion carried.

Mr. Warhold motioned to authorize the appropriate officials to enter into a cooperation agreement between Castle Shannon and the DCED to request a $10,000 matching feasibility study grant; Ms. O’Malley seconded; all in favor; motion carried.

Library:
The library board has an opening for a board member. Mr. Warhold and Ms. Kovach will attempt to find a resident to fill the vacancy.

Editorial Board:

MRTSA:
Nothing to report.

Municipal Associations:

Allegheny County Boroughs Association:
The agenda contained the annual banquet notice. Ms. Kovach will serve as a director on the board. Mr. Warhold will serve as delegate.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
No December meeting.

Police Pension:
Nothing to report.

Non-Uniformed Pension:
Nothing to report.

Engineer's Report:
Nothing to report.

Junior Council Person:
Nothing to report. Earned Income Tax:
Mr. Hartswick is conducting an extensive analysis and review of the Act 32 earned income taxes. Mr. McKibben will be attending the January 27th meeting to address recent questions. Mr. Warhold added that Act 32 has resulted in increase earned income tax revenue for the borough.

Manager's Report:
Nothing to report.

Mayor's Report:
Mayor Baumgarten and Mr. Warhold attended a Veteran’s Administration meeting at Heinz Field where Mr. Harry Munson gave an impressive presentation on the Shannon Heroes Banner Program. Other communities have now adopted the banner program, and the banners are displayed along Route 88 to Finleyville.
