CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
December 11, 2006

The following elected officials were present: R. Carlucci; M. Cheberenchick; P. Coffey; N. Kovach; J. O'Malley; M. Warhold; R. Zezulewicz; D. Baumgarten; and S. Torris. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor. Chief H. Lane and Building Official D. Ross were absent.

The minutes of the November 27, 2006 council meeting were presented. Ms. O'Malley motioned to approve the minutes; Ms. Kovach seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting. There were no residents attending; therefore Mr. Zezulewicz closed the public comment section of the meeting.

Public Hearings:
Mr. Zezulewicz opened the public hearing on Ordinance Number 854, a tax levy ordinance for 2007. No comments were received, therefore Mr. Zezulewicz closed the public hearing.

Mr. Hartswick presented Tax Levy Ordinance 854 establishing the 2007 millage rate at 7.9. This millage rate is unchanged from 2006. Ms. O'Malley motioned to adopt Ordinance 854; Mr. Cheberenchick seconded; all in favor; motion carried.

Mr. Hartswick presented the 2007 capital operating budget with a total budget of $11,624,600 for all funds. Mr. Cheberenchick motioned to adopt the Castle Shannon Borough 2007 Budget; Ms. Kovach seconded; all in favor; motion carried. Mr. Zezulewicz commended the finance committee and administration for presenting a 2007 budget with no tax increase. Mr. Zezulewicz added that it is important to note that due to the department managers' cost controls while expense costs rise, the borough will be able to provide more services for the same tax dollars.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report: Ms. Torris reported November collections of $5,433.22; leaving a balance due of $96,720.43. This is a 96% collection rate. Ms. Torris discussed a resident's recent real estate assessment that increased by $50,300.

Council Committee Reports:

Building and Grounds:
Nothing to report.

Finance:
Mr. Cheberenchick motioned to ratify the November treasurer's report; Ms. Kovach seconded; all in favor; motion carried.

Library:
Ms. O'Malley reported the Friends of the Library hosted a very successful Santa Breakfast with eighty people in attendance.

Planning and Codes:
Ms. Kovach stated that borough council annually the public works department to place covers on the parking meters in town to provide free parking for business customers at this time of year. Mr. Coffey motioned to have the parking meters covered from December 15, 2006 to January 2, 2007; Ms. O'Malley seconded; all in favor; motion carried.

Public Safety:
Nothing to report.

Public Works:
Mr. Hartswick stated the truck mounted weed sprayer has been ordered. Mr. Ausman will be certified by the spring of 2007.

Mr. Hartswick stated that Mr. Ausman will also be certified at a NASCO certification seminar for sewer televising at the next training session. The televising portion of Phase II is 75% completed.

Mr. Cheberenchick questioned how many streets were crack sealed. Mr. Hartswick reported the public works department crack sealed borough roads for two weeks, however the number of streets completed was not reported.

Editorial Board:
Nothing to report.

MRTSA: Mr. Cheberenchick verbally submitted his resignation to the MRTSA board of directors effective December 31, 2006. Mr. Warhold expressed his interest in the position. Mr. Zezulewicz requested that Mr. Cheberenchick submit a written resignation and Mr. Warhold submit a letter of interest for the position.

Municipal Associations:

Allegheny County Boroughs Association: The 58th annual banquet is scheduled for February 3, 2007.

Allegheny League of Municipalities: The bi-annual legislative reception is scheduled for January 11, 2007.

South Hills Area Council of Governments: Ms. O'Malley stated that at the last SHACOG meeting the board discussed the borough's ability to question/appeal low real estate assessments.

Police Pension: Nothing to report.

Earned Income Tax Collector's Report:
November Distribution Analysis: EIT - $60,712.30; EMST - $7,115.97.

Engineer's Report: Nothing to report.

Manager's Report:
Nothing to report.

Mayor:
Mayor Baumgarten stated that the police department has authorized the painting of a white traffic line on Shady Run at Route 88. Mr. Zezulewicz suggested that Chief Lane or Mr. Hartswick contact Mr. McGinnis to explain the reasoning for the traffic line. Mr. Cheberenchick discussed the need to extend the timing on the light at Shady Run. Sensor loops and traffic light timing on Shady Run, Route 88 and Castle Shannon Boulevard were discussed.

Planning Commission Report:
Nothing to report.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Mr. Cheberenchick noted that many line item expenses were in excess of the 2006 projected budget and these items and departments should be reviewed.

Ms. O'Malley stated that the street sign is missing on Baldwin Street at Willow Avenue.

Ms. Torris requested the borough consider increasing the fee for a tax certification from $15.00 to $30.00 which is comparable to other boroughs.
