The following elected officials were present: K. Brannon; T. Kirsch; N. Kovach; W. Oates; M. Randazzo; D. Swisher; D. Baumgarten. Council Member M. Warhold and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official; Junior Council Member, K. Kocelko.

The minutes of the January 25, 2016 Council Meeting were presented. Mr. Swisher motioned to approve the minutes; Ms. Randazzo seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting.

Michael Brooks, 4228 Willow Avenue submitted photographs to borough council regarding damage to his driveway from the 2015 road paving program. The contractor had preconstruction photographs and denied liability. Council will take under advisement.

Additionally, Mr. Brooks stated that the road crew plows too far away from his curb and suggested that both sides of the street be plowed evenly.

Ms. Kovach closed the public comment section.

Civil Service Commission:

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Public Relations/Communications:
Ms. Brannon reported that the borough’s Facebook page has 899 likes.

Public Works/Building and Grounds:
Mr. Oates stated that public works took measurements for the proposed 2016 road improvement program.

The price of rock salt has been reduced by $1.78 per ton. The borough’s current price through the SHACOG purchasing alliance is $67.51.

Building & Grounds:
Mr. Kirsch stated that two proposals have been received for bathroom fixture replacements at Hamilton Park’s lower pavilion. We are awaiting two additional written quotes.

Public Safety/Fire:
The agenda contained the January reports.

Mr. Swisher approved the February 5th check register. Ms. Brannon motioned to ratify the Treasurer’s Report; Mr. Swisher seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
The Community Day Committee will be meeting February 16th; and the CSRC Board will meeting February 17th.

Mr. Vietmeier met with the owner of 3141 McRoberts Road. The owner plans to obtain a building permit to refurbish the house.

The building plans have been approved for Mindful Brewing on Route 88. Ms. Kovach noted that the Phillips Brothers apartment building on Rockwood and Willow Avenue is under roof, and foundations are being poured for the May Street Townhouse project.

Ms. Randazzo announced that the Winter Raffle will continue through March. The fundraiser has made $112.00 thus far.

The library is researching the installation of a fresh and healthy vending machine.

The library board was pleased that borough council was supportive of the Free Library idea.

A vacancy exists on the library board. Applications will be accepted through March 31st.

Ms. Randazzo invited council members to attend a future library board meeting. Meetings are held the first Thursday of each month at 7:00 p.m.

Editorial Board:
Articles are due April 8th.

Mayor Baumgarten encouraged council to read the 2015 annual report, which contains information regarding accomplishments, number of calls, number of transports, etc.

Municipal Associations:

Allegheny County Boroughs Association:
Ms. Kovach attended the annual meeting in February.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Mr. Kirsch announced that the February meeting is scheduled for April 18th at 7:00 p.m. at the Scott Township Municipal Building. The Police Chiefs Advisory Board will be addressing the board.

Mr. Hartswick stated that the rock salt price reduction was a benefit of being a member of SHACOG. The Administrative Advisory Committee will be meeting February 10th; and the borough received a SHACOG Federal Sanitary Sewer Rehabilitation Project supplement grant for $10,392.77 for completed manhole rehabilitation work.

Pennsylvania State Association of Boroughs – Municipal Separate Storm Sewers (MS4) will be a topic of discussion at the June conference.

Police Pension/Non-Uniformed Pension:
The agenda contained the 2015 Annual Investment Reports.

Junior Council Person:
Ms. Kocelko reported that the marching band was asked to play at the Pirate game on April 17th.

The senior class officers are starting a new tradition, the Senior Class Legacy. Names of all seniors will be inscribed on a rock in the courtyard.

The girls’ basketball team has entered the playoffs.

Engineer's Report:
Nothing to report.

Earned Income Tax:
Nothing to report.

Manager's Report:
Mr. Ausman will attend the inspection procedures seminar. Mr. Ausman and I will both attend a seminar on the first four minimum control measures in the written MS4 policy and procedure plan.

Mayor's Report:
Nothing to report.

Planning Commission:
Christina Morrow will attend the February 15th meeting to discuss the commission’s goals and objectives in preparation for the 2016 comprehensive plan update.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Swisher questioned whether the plumbing work at Hamilton Park would be completed before Community Day. Mr. Hartswick answered that it would be completed before our event, and some additional concrete restoration is planned.
