CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
March 13, 2017

The following elected officials were present: M. Heckmann; N. Kovach; T. Kirsch; W. Oates; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Tax Collector S. Torris was absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; P. Vietmeier, Codes Official; N. Mastandrea, Junior Council Member.


The minutes of the February 27, 2017 Council Meeting were presented. Ms. Randazzo motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Public Comments:

Trinette Kern, 2017 Francis Road Ė is the administrator of Gracious Living Personal Care Home on Willow Avenue and addressed council regarding senior and handicapped citizen access and accommodation for community events, specifically the annual community day. Ms. Kern provided council with a letter outlining her suggestions and offered her services as a coordinator for local senior organizations and resources. Ms. Kovach noted that this was a topic at the last community day meeting, and council thanked Ms. Kern for her suggestions.

Ms. Kovach closed the public comment section.

Bid Openings:
Mr. Hartswick presented two proposals for a shower installation in the municipal centerís female police officer restroom. Mr. Kirsch motioned to accept the proposal from Pawlak Plumbing for $3,795; Mr. Swisher seconded; all in favor; motion carried.

Two proposals were received for storm sewer inlet replacement and removal at four locations. Mr. Oates motioned to accept the proposal from Soli Construction for $13,400; Mr. Warhold seconded; all in favor; motion carried.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Public Relations/Communications:
Mr. Heckmann announced that a meeting will be held at the library on April 20th from 7:00 p.m. to 8:30 p.m. for younger residents to discuss a variety of topics that are germane to the goals, development and vision for the Borough of Castle Shannon.

Public Works:
Nothing to report.

Building and Grounds:
Mr. Kirsch reported that the CSYA would like to convert a dugout at the municipal center ballfield into a scorerís booth. ADA compliance is not required for this booth. CSYA would also like to have a shed for this area.

CSYA has requested installation of a deck hockey rink at the basketball area section in the middle level of Hamilton Park.

The hydro block installed at two ballfields last year are raising, therefore public works will excavate and reinstall the block. Public Safety/Fire:
The agenda contained the February reports.

Finance:
Mr. Swisher approved the check register for March 3rd and motioned to approve the February treasurerís report; Mr. Warhold seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Warhold stated that two wheelchairs have been donated to the POEMS program, and one was immediately distributed to a resident.

Plans are being made to replant the community garden on Route 88.

Mr. Warhold will meet with representatives from the governorís office on April 4th on the Castle Shannon Revitalization Corporationís streetscape project.

The stream clean-up project is scheduled for April 29th. Volunteers are welcome and will meet on James Street at 9:00 a.m.

Library:
Ms. Randazzo stated that the library is a very busy place in March with a variety of programs available.

The Community Library of Castle Shannon will be hosting the Allegheny County Library Association board and general membership meeting on March 29th.

National Library Week is April 9th to April 15th. Ms. Randazzo announced that our library is one of 49 in Allegheny County to hit one million surfs.

State Representative Dan Miller will be hosting a community meeting on May 3rd from 7:00 p.m. to 9:00 p.m. on suburban poverty.

Editorial Board:
Newsletter articles are due April 15th.

MRTSA:
Mayor Baumgarten announced that MRTSA received a request and submitted a proposal cost to provide ambulance services to Carnegie.

Municipal Associations:

Allegheny County Boroughs Association:
The quarterly board meeting is April 20th.

Allegheny League of Municipalities:
The spring conference is April 7th.

Pennsylvania State Association of Boroughs:
Nothing to report.

South Hills Area Council of Governments:
Mr. Kirsch announced that Castle Shannon will be hosting the March board meeting at the Municipal Center.

Police Pension/Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Mr. Mastandrea stated that SAT scores were received, and Keystone Oaks placed 18th out of 80 small schools in the Pittsburgh area. Keystone Oaks continues to strive to be the best.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented a request to purchase an ad in the SHACOG annual dinner program. Mr. Oates motioned to purchase a full page ad for $100; Ms. Randazzo seconded; all in favor; motion carried.

Mayor's Report:
Nothing to report.

Planning Commission:
Mr. Swisher motioned to approve the meeting minutes of January 16, 2017; Mr. Warhold seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
A meeting is scheduled for March 23rd for the Shannon Transit Village project.

Other:
A DCNR grant application will be submitted in April for Terrace Drive reconstruction, a splash pad installation at Hamilton Park, and a scorerís booth at the municipal center. Ms. Randazzo is coordinating letters of support from the library board and Myrtle Avenue Elementary PFO.

Russ McKibben, 1456 Highland Villa Road - questioned if the Shannon Transit Village project being submitted to the planning commission is the final review. Mr. Vietmeier answered it is an informal review of the project.
