CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
April 25, 2016

The following elected officials were present: K. Brannon; T. Kirsch; N. Kovach; W. Oates; M. Randazzo; M. Warhold; D. Baumgarten. Council Member D. Swisher and Tax Collector S. Torris were absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; P. Vietmeier, Codes Official; D. Biondo, Solicitor. Junior Council Member K. Kocelko was absent.


The minutes of the April 11, 2016 Council Meeting were presented. Mr. Kirsch motioned to approve the minutes; Ms. Brannon seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Ms. Jenn Landolina of State Representative Dan Miller’s office attended the meeting to introduce herself and offer her assistance to borough council.

Bid Openings:

Public Hearings:

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Public Relations/Communications:
Ms. Brannon announced that the Keystone Oaks Spring Band Concert will be held May 5th, and high school graduation will be held June 9th.

Ms. Brannon posted the Saw Mill Run Stream clean-up video to Facebook, which has 938 “Likes”.

Public Works/Building and Grounds:
Mr. Oates reported that Public Works has enclosed the dumpster at Upper Hamilton and was painting the Lower Hamilton bathrooms.

The soccer field at Riehl Park was seeded.

A “Little Free Library” has been installed at the Castle Shannon Municipal Center by the parking lot for residents.

Building & Grounds:
Mr. Kirsch reported that Pawlak Plumbing continues to work on the Hamilton Park bathroom renovation project.

Public Safety/Fire:
The agenda contained the March reports.

Finance:
Nothing to report.

Community Activities/Planning & Codes:
Mr. Warhold requested that council approve membership in Economic Development South, a non-profit community development corporation serving South Pittsburgh and South Hills communities along the Route 51 corridor. Mr. Warhold motioned to approve the membership; Ms. Brannon seconded; all in favor; motion carried.

The Saw Mill Run Stream Clean-up event was very successful. Over thirty volunteers participated to clean up tires, litter, plastic bags, construction material and debris from the creek. A second event is being planned for this fall. Chuck Christ posted a video of the clean-up on You Tube at CShnWshed1.

State Representative Dan Miller is partnering with the Castle Shannon Revitalization Committee to offer paper shredding services to Castle Shannon on Saturday, May 28th at the Castle Shannon Fire Department. Shredding your documents with personal information (social security numbers, bank account and credit card numbers, etc.) is important to prevent fraud and identity theft. The first two bankers’ boxes are free, requested $5/box donation to CSRC for each additional box.

Mr. Warhold is meeting with the Army Corp. of Engineers, John Stinner from Congressman Tim Murphy’s Office, and representatives of DEP and FEMA regarding the revised Saw Mill Run floodplain map.

Library:
Ms. Randazzo announced that the library is currently holding a raffle. Drawing will be Monday, June 6th.

The library board welcomed Donna Minstermin as a newly appointed member.

Ms. Randazzo invited borough council to attend an Allegheny County Library Association meeting on Tuesday, May 10th at Green Tree Public Library.

Editorial Board:
Final corrections are being made to the draft.

Allegheny League of Municipalities:
ALOM held a very informative conference.

Pennsylvania State Association of Boroughs:
Ms. Kovach and Mr. Warhold plan to attend their annual conference in June.

South Hills Area Council of Governments:
Nothing to report.

Police Pension/Non-Uniformed Pension:
The agenda contained the first quarter 2016 investment reports.

Junior Council Person:
Nothing to report.

Engineer's Report:
Nothing to report.

Earned Income Tax:
Nothing to report.

Manager's Report:
Mr. Hartswick presented a request to waive a Hamilton Park rental fee. Ms. Brannon motioned to waive the park fee for Hamilton Park’s upper level for Keystone Oaks Forensic Club on May 18th; Ms. Randazzo seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten advised council that Route 88 at Stoner Center in the 4100 block of Library Road has many vehicle accidents. Chief Truver referrenced site distance and driver attention issues as the main causes. Chief Truver is discussing the engineering aspects with Penndot.

Mayor Baumgarten also noted that the Smith Street Bridge (that has been closed for many years) is in terrible condition, but it is still being used by pedestrians going to the Port Authority transit stop. Mr. Warhold suggested contacting the high school to build a walking bridge project through an industrial arts class.

Representative Dan Miller hosted a roundtable discussion on April 18th for communities on economic development within his legislative district. Department of Community and Economic Development Secretary Dennis Davin was the keynote speaker. The meeting was very well attended.

Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Mr. Warhold announced that the national conference for Main Street Now will be hosted in Pittsburgh in 2017. We plan to partner with Mt. Lebanon for a day trip on Transit.

Ms. Randazzo asked council members and residents at the voting polls to thank their public officials for supporting a funding increase to community libraries, and asked Ms. Landolina to thank State Representative Miller for his support.

Mr. Warhold announced that the PCRF will hold a Community Development Summit May 17th & 18th in Pittsburgh.
