CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
May 23, 2016

The following elected officials were present: K. Brannon; T. Kirsch; N. Kovach; W. Oates; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Tax Collector S. Torris was absent. The following appointed officials were present: T. Hartswick, Borough Manager; K. Truver, Police Chief; D. Biondo, Solicitor; K. Kocelko, Junior Council Member. Codes Official P. Vietmeier was absent.


The minutes of the May 9, 2016 Council Meeting were presented. Ms. Randazzo motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:
Mr. Hartswick presented the bids results of the 2016 Road Improvement Programs: Ms. Brannon motioned to award the bids to A. Liberoni Inc. for $84,138.95 for Contract No. 16-R01 (Liquid Fuels) and $455,946.70 for Contract No. 16-R02 (General Funds) base bid and add alternates; Mr. Swisher seconded; all in favor; motion carried.

Public Hearings:
None.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Nothing to report.

Council Committee Reports:

Public Relations/Communications:
Nothing to report.

Public Works/Building and Grounds:
Mr. Oates reported that the military banner locator list was compiled. Public Works installed a new counter at Hamilton Park and painted the kitchen floor. Ray DeLallo and Ray Eichel attended a Pennsylvania Rural Water Authority wastewater class.

Several municipal areas were mulched including the monument site, library, municipal building and flowerbed at Greenridge and Connor Roads.

Building & Grounds:
Mr. Kirsch discussed the installation of a stainless steel sink at the lower kitchen of Hamilton Park. The bathroom renovation project has been completed, and adjacent cement work will be completed after Community Day.

Public Safety/Fire:
The Buckle-Up seatbelt safety check program started May 16th and will run for three weeks. The original grant amount of $1,500 was increased to $2,700.

The Click It or Ticket program will start this evening. Enforcement patrols will run until June 5th. This program is also grant funded.

Finance:
Mr. Swisher approved the check register for May 13th.

Community Activities/Planning & Codes:
Mr. Warhold outlined events for May 28th – 30th: The annual shredding event will take place on Saturday, May 28th at the Castle Shannon Fire Hall from 9:00 a.m.to noon. Community Day is Sunday, May 29th at Hamilton Park; bands begin at 3:00 p.m. with fireworks at 9:30 p.m. On Monday, the annual Memorial Day Parade will start at 10:30 a.m. with the ceremony at the parklet behind the Ice Castle.

Library:
The next library board meeting will be held June 2nd.

Ms. Randazzo, along with other south hills library trustees and directors, attended an Allegheny County Library Association brainstorming session on successful programs and practices.

Ms. Randazzo thanked Chief Truver for scheduling Officer Fleckenstein and K-9 Riad to be at the Library on Thursday, June 30th at 6:30 p.m.

Editorial Board:
The newsletters have been delivered. Mr. Kirsch stated that newsletters were not delivered to Spruce Street.

MRTSA:
Nothing to report.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

Pennsylvania State Association of Boroughs:
The annual PSAB Conference will be held in Hershey, Pennsylvania from June 5th - 8th. Mr. Warhold motioned to appoint Nancy Kovach as the designated voting member for the conference; Ms. Brannon seconded; all in favor; motion carried.

South Hills Area Council of Governments:
The May SHACOG was hosted by Brentwood. The board discussed hiring a SHACOG MS4 coordinator. The board also discussed coordinating joint purchasing of utilities for reduced pricing.

Police Pension/Non-Uniformed Pension:
The agenda contained the 2015 financial statements.

Junior Council Person:
Ms. Kocelko reported that on Thursday, May 26th the student senate is being recognized at the Pittsburgh Pirate Baseball Game.

Prom will be held on Friday, May 27th.

The Keystone Oaks Marching Band will be performing in the borough’s Memorial Day Parade.

Keystone Oaks Baseball team won the section championship and is in the playoffs.

Engineer's Report:
Nothing to report.

Earned Income Tax:
Nothing to report.

Manager's Report:
Mr. Hartswick asked council to approve the sale of a surplus 2010 Ford F550 dump truck from the public works fleet. Ms. Randazzo motioned to award the sale to Donegal Township for $28,000; Ms. Brannon seconded; all in favor; motion carried.

The public works department will have MS4 training on Wednesday, May 25th at the borough garage. Training will be conducted by Lennon, Smith, Souleret Engineering Inc.

Mayor's Report:
Mayor Baumgarten presented a proclamation naming June 2nd as National Gun Violence Awareness Day in Castle Shannon. By wearing orange on June 2nd, Americans will raise awareness about gun violence and honor the lives and lost human potential of Americans stolen by gun violence.

Planning Commission:
Mr. Oates motioned to accept the planning commission minutes of April 18, 2016; Mr. Warhold seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Mr. Warhold and Ms. Kovach discussed enhancing the community garden on Route 88.

Ms. Brannon announced that she will be moving out of the borough and that this will be her last meeting of borough council. Ms. Brannon expressed her thanks to council members for their support during her tenure on council.

Council congratulated Ms. Kocelko for being recognized at the Keystone Oakes award ceremony where she received several academic achievement awards.
