The following elected officials were present: M. Heckmann; N. Kovach; W. Oates; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten; S. Torris. Council Member T. Kirsch was absent. The following appointed officials were present: T Hartswick, Borough Manager; D. Lane, Police Lieutenant; D. Biondo, Solicitor; P. Vietmeier, Codes Official; Junior Council Member N. Mastandrea was absent.

The minutes of the June 26, 2017 Council Meeting were presented. Ms. Randazzo motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Public Comments:
Ms. Kovach officially opened the public comment section of the meeting.

Russ McKibben, 1456 Highland Villa Road – stated that the Castle Court Apartment building project is 1.5 years old and yet no footer has been poured. Mr. Hartswick replied that problems with the sanitary sewer have delayed the building, and currently A.R. Building is using manhole to manhole cured in place PVC pipe to resolve the problem.

Mr. McKibben also questioned if the borough engineer has been involved with the developer on this project and questioned how often borough representatives meet with the developer. Mr. Hartswick answered that the engineers have been involved in all public improvements to be deeded to the borough. Mr. McKibben also noted that lack of activity at the proposed site.

Mr. Biondo presented the developer’s agreement for the Shannon Transit Village project and discussed major aspects and conditions of the agreement. Ms. Kovach opened the meeting for public comment on the agreement. Mr. McKibben questioned the status of the Highway Occupancy Permit. Mr. Donald Smith of CBRE responded that Penndot will extend the existing permit, and full HOP documentation will be completed by this fall. Mr. Heckmann questioned the timeline for construction and closing of the parking lot. Mr. Smith stated that lending term sheets and environmental factors are being finalized, and the parking lot closing may be estimated at mid-August. Ms. Kovach closed the public comment section. Mr. Warhold motioned to authorize the appropriate officials to execute the developer’s agreement for the Shannon Transit Village subject to approval by the solicitor and borough manager of the final form; Mr. Swisher seconded; all in favor; motion carried.

Bid Openings:
Mr. Oates motioned to award the 2017 Road Improvement Program-Liquid Fuels to Michael Facchiano Contracting Inc. for $194,545; Mr. Heckmann seconded; all in favor; motion carried.

Public Hearings:

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris submitted the June collection report: Collections - $167,458.11; Balance to be collected - $192,412.15. This is a 94% collection rate. A delinquent list will be submitted to council for the next meeting.

Council Committee Reports:

Public Relations/Communications:
Mr. Heckmann will be scheduling a date for the next Futures Forum in September/October at the Community Library of Castle Shannon,

Public Works - Building & Grounds:
Nothing to report.

Building and Grounds:
Council discussed the possibility of adding more bleachers at the Municipal Center ballfield. In addition, borough engineers will be discussing splash pad installations with other communities to review water recycling options.

Public Safety/Fire:
The agenda contained the May reports.

Mr. Swisher approved the check register for June 26th.

Community Activities/Planning & Codes:
Ms. Kovach discussed the “Bike on Park” event planned for July 21st. A bike decorating stand will be set up for children to patriotically decorate their bikes for a bike parade. The Witch Doctors will provide music. A corn roast is planned along with a farmer’s market table. The newly formed garden club will have a plant exchange. Dollar Bank will provide sand art, and the Rock Lady will have rock painting. Gracious Living will have a lemonade stand.

Mr. Randazzo reported that the lunch program has been very successful. Many children are visiting the library to get out of the heat and participate in the summer reading program.

Ms. Kovach suggested adding a “Little Library” stand in another section of the borough.

Council discussed ways to engage the immigrant community. Mr. Warhold added that the Castle Shannon Revitalization Corporation has a meeting planned with South Hills Interfaith Ministries (SHIM) whose mission is to reduce the devastating effects of suburban poverty among the working poor, unemployed, families, single parents, senior citizens, women, and the high concentration of refugee families in their service area.

Ms. Randazzo discussed adding informational programs with Chief Truver and Lt. Lane regarding awareness of scams, the opioid crisis, trends in the community, etc.

Editorial Board:

Mr. Swisher reported that a new board member was appointed from Mt. Lebanon.

Municipal Associations:

Allegheny County Boroughs Association:

Pennsylvania State Association of Boroughs:
Nothing to report.

South Hills Area Council of Governments:
Mr. Hartswick reported that the borough is attempting to provide a larger scope of demolition properties for the CD43 grant program.

Police Pension/Non-Uniformed Pension:
Nothing to report.

Junior Council Person:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick will attend an MS4 webinar sponsored by the Pennsylvania State Association of Boroughs entitled: MS4 – New Requirements for Permits for 2018.

Mayor's Report:
Nothing to report.

Planning Commission:
Mr. Kirsch motioned to accept the Planning Commission minutes of 5/15/17; Ms. Randazzo seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Warhold, a member of the board of directors for Economic Development South, attended a 51 South Corridor meeting on signalization of lights and the busway. It was a very good networking meeting with attendance by Congressman Tim Murphy, Allegheny County Executive Rich Fitzgerald, U.S. Representative Mike Doyle, Penndot Representative Todd Kravitz, and Lynn Colosi, owner of Clearview Strategies.
