The following elected officials were present: M. Heckmann; T. Kirsch; N. Kovach; W. Oates; M. Randazzo; D. Swisher; M. Warhold; D. Baumgarten. Tax Collector S. Torris was absent. The following appointed officials were present: K. Truver, Police Chief; D. Biondo, Solicitor. Borough Manager T. Hartswick and Codes Official P. Vietmeier were absent.

The minutes of the July 25, 2016 council meeting were presented. Ms. Randazzo motioned to approve the minutes; Mr. Swisher seconded; all in favor; motion carried.

Ms. Kovach turned the meeting over to Chief Truver who described the boroughís training and certifications of K-9 Riad with handler Officer James Fleckenstein. Riad has been with the Castle Shannon Police Department for eight years and officially retired August 1, 2016. Riad has worked with other outside agencies such as the Drug Enforcement Agency and the Alcohol, Tobacco and Firearms Agency in addition to the Pennsylvania State Police and several South Hills police agencies. Officer Fleckenstein was commended for spending countless hours and accepting the additional responsibilities associated with having a K-9 partner. Council congratulated Officer Fleckenstein and K-9 Riad for their outstanding and loyal service to the community.

Ms. Kovach officially opened the public comment section of the meeting. Being none, the public comment section was closed.

Bid Openings:

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
The agenda contained the July collection report: Collections - $20,369.62; Balance - $151,860.34.

Council Committee Reports:

Public Relations/Communications:
Mr. Heckmann reported that the new Castle Shannon Revitalization Corporation website has launched at castleshannon.org. Several videos of local businesses are featured.

Public Works:
Nothing to report.

Building and Grounds:
Mr. Kirsch reported that the use of the earthquake machine for the ball fields was delayed due to recent rains. Public Safety/Fire:
Nothing to report.

Mr. Swisher approved the check register for July 29th and motioned to ratify the July treasurerís report; Mr. Heckmann seconded; all in favor; motion carried.

Community Activities/Planning & Codes:
Mr. Warhold attended a rotary luncheon and discussed retro-fitting our Community Garden with the Western Pennsylvania Conservancy.

Ms. Randazzo stated that many activities are planned this week at the library. The summer reading program is winding down since school will be starting this month.

Editorial Board:
Newsletter article deadline will be September 19th.

MRTSA will be purchasing body armor and helmets for first responder safety.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

Pennsylvania State Association of Boroughs:
Nothing to report.

South Hills Area Council of Governments:
Nothing to report.

Police Pension/Non-Uniformed Pension:
Nothing to report.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Warhold motioned to increase line item 18.408.316 of the capital fund budget from $15,000 to $150,000 to accommodate funding for engineering services for the Pennoni Streetscape Design and Patton Stormwater Project; Mr. Oates seconded; all in favor; motion carried.

Ms. Randazzo motioned to authorize a change order for the 2016 Road Improvement Program for additional milling and paving on Sleepy Hollow Road in the amount of $16,743.71; Mr. Heckmann seconded; all in favor; motion carried.

Mayor's Report:
Mayor Baumgarten commented that he had an occasion to witness firsthand the outstanding service the MRTSA paramedics provide to Castle Shannon Borough.

Planning Commission:
Nothing to report.

Solicitor's Report:
Mr. Biondo is working on a developerís agreement for the former Mastandrea property on Hamilton Road. The developer would like to provide a line of credit rather than a bond.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Mr. Warhold announced congratulations to Chris Mastandrea for winning the $1,000 residents raffle at the Castle Shannon Volunteer Fire Department Carnival.

Mr. Heckmann would like to explore effective ways for residents to communicate with borough council members. Current avenues of communication are telephoning borough administrative offices, the website comment section, or attending council meetings.
